Can you explain the need to have a link on content management pages that allows anyone to download an archive of a folder.

A member has queried why they cannot download a folder from our files and wondered whether it was because the title of the folder contained a question-mark.  Will the question mark affect the creation of a zip file?

This query from a member has raised a number of questions 

• Can anyone download a folder or should that privilege be reserved for site administrators?
• if the latter why is someone without admin rights able to do this.
• Is this facility needed at all - I assume that in the case of a system failure you have a backup facility and would be able to restore lost data.
• If you do not have the means to restore data, as a local administrator should I be doing this on a regular basis.  However, the download an archive only appears to apply to the content management aspects of the site and not to custom content pages.
