Steps I took:
I've enabled Noticeboard and changed the URL to "/news"
I added some notices
When I click the links, unpublish, or delete, I'm taken to a "Not Found" page.
It seems the the site wants to use the "/noticeboard" URL even though I've changd it to "/news". My site here:

All articles so far are affected.
Also, side question. It's not clear to me how I notify members of the site by email when a new notice is added to the site. can you point in the right direction on that too please.

I can answer the 2nd point. I assume that the Noticeboard resides in the "private" rather than the public part of your website. Your members need to opt-in to receive email notifications. Once they log in the login button changes to include reference to "Your Account". It is in each members profile. The 1st tab allows members to make changes to email addresses, passwords, etc. The 2nd tab contains information that cannot be changed. In the 3rd tab there is a reference to opting into emails. Tick the box next to the name of the organisation and on the corresponding drop-down box to the right change to instant. The downside is that even as a local administrator you have to encourage your members to opt-in as it cannot be done remotely (as an administrator).
As administrator you can check and see who has opted in and those who haven't through the manage website function in the private area.

You're right about the Noticeboard, though this has now corrected itself. It looks like it is a data cache problem within Voice where once you rename the application it takes a while before the URLs update.
It is working fine now, and I'll fix the problem so that future renaming updates the URLs instantly.
Regarding notifying members, this will happen automatically for users who have signed up to receive updates from your site. Rather as it does when people post on these forums - users who have opted in to notifications will receive an email about it.
