I've set up a competition where young people have submitted images and I need a panel of adults to judge them. For example, it is possible in Voice to display 50 images and invite the panel to shortlist 5 by clicking on their favourites? There appear to be a lot of commercial companies that offer photo competition websites but they are either too expensive or require an annual contract, or both.

I don't think there is a direct way to do it, but as a workaround I have used a combination of gallery, or carousel of images at the top of a page item and a survey placed at the bottom of the page that references the images above to collect the votes.
Unfortunately, I could not create a voice survey that limited users to a set number of votes over all the images, but that is possible using a "multiple choice grid" question type in a Google survey form. To place the Google survey on the page, it is just a case of copying the embed html from the Google form into a html includelet on your page.

Since posting, I have found a website called Woobox (https://woobox.com/) that appears to offer what I was looking for and the free version would be sufficient for this one project. Are you familiar with it and, if so, have you found it useful?
I'll try to set up the judging page using your suggestion.

Thanks for the tip, I have not seen Woobox before, it does look very good to me. I think I will sign up and try it, as it seems to offer quite a bit for free and could be useful in the future.
We have changed our member judged competition this year to a series of in person knock out competitions, so at the moment I am not sure if I have a use for it currently.
Our other competitions are jugged offline and entry is via email, I have managed to automate the download of attached images and listing of entries on a Google spreadsheet using MS Power Automate (it has a free tier too).
