Whether or not a file views in your browser, or downloads to your computer, depends on the browser you are using. Older browsers are more likely to download a PDF, newer ones more likely to display it (with the option to then save it if you wish to).

I've tested this on your site with a couple of different browsers, both logged in and not logged in, and there is no problem. Your site is working fine.
