It depends on the file type and the browser that you're using.
For me, if I click on a PDF file then it opens within my browser. But if I click on a word/excel file then this downloads to my computer.
So, if you stick to PDF files then probably for most users it'll open in their browser rather than downloading.

I still can't see documents online.... It seems when I log on I am logging on as a member: Gandha Key, but I am the administrator why does this happen?
Strangely your site doesn't have Read access for The Public - is this intentional? It means that users must log in to be able to see any part of the site.
If this is not intentional I suggest you add Read permission to The Public in the Permissions & Sharing options in the Users & Permissions section of the site settings.
I can't see anything odd about the File Storage in particular though. So as long as the site is given Read access for The Public then anyone will be able to go to Our Files and view them.
In some browsers the file will open directly in the browser, especially if it's a PDF file.
In some other cases (probably more likely on older computers) the browser may suggest saving the file to view in a different application.

My original log on, which is my administrators log on no longer works.
When I log on as a member I still cannot view any pdf documents online
