Is it possible to add a footer with a link to a specific page on every page of the site?

Yeah, if you go to the Theme options in Look & Feel for your site, you can add some Extra Footer HTML.

Go to the content page.

Select layout and use five area version.

Add a custom includlet 

Add your link and if you want use the <button> in the href a bit.
