Do I need to buy a domain name first? my web site is still building and not bought yet . 

my wed site URL is not funtioning for this moment so I couldn't apply to you , it was failed.

Once you have a Voice site, you can certainly use your own domain name with it if you wish to. There are some details of how to do this here:
