constantly said error and then returned me each time to blank apply page
Strange, do you recall roughly what the error was?
I see that three applications for your site have come through fine - so the error you saw didn't affect the application process!
I've approved the first one!

Do I need to buy a domain name first? my web site is still building and not bought yet .

Once you have a Voice site, you can certainly use your own domain name with it if you wish to. There are some details of how to do this here:
