If you create a Private Area in a site ("create private area" on applications page) then you'll find that if you go into the Private Area to admin it then you can enable discussions/blogs in there and they will be visible only to members.

i.e., if you create a Private Area, you can then enable the apps within the public pages of the site and/or within the Private Area.
