I assume you're referring to this gallery page?

When adding an image, the "title" is set for the image itself, but you're right that this is not displayed on the page. Though you'll see it pop up if you hover your mouse over the image (e.g., I see Question Time Team when I hover the pointer over the second picture).

If you want it to appear on the page itself, as in this case it is a CMS page then you just type it onto the page wherever you want it!

The alternative is to use the Photo Album application, which you can enable from the Content Management admin pages of your site. Though if you only want a few pictures then your current solution is probably simpler!
