There's already the Feedback link in the page footer, which will email admins of your site with any feedback given by visitors.

Though yes, you can add links into the footer easily enough, by adding HTML into the Raw Footer HTML field in the theme settings.

For example, a bit of HTML like this will add a suitable link:

<a href="/jems/contact-us/">Contact Us</a>

If you have your own feedback/complaints form then you can remove the existing Feedback link from the Display Settings in the website admin pages.
