I've been using the test site to find a theme to to replace Modern as it's being retired.

This has been working fine but last week I found I could not access it.

Finally sorted the issue by using MS Edge instead of Firefox (Chrome didn't work either). 

Possibly an issue with an update to my internet modem blocking the required port but easier to use the work around!
