Voice was offline for a few hours from about 2.30 this morning until about 7am (when I woke up and spotted the alert!).

It seems to have been caused by a problem at the hosting company (I have an email from them apologising for an issue starting at the same time).

It's not entirely clear yet why Voice didn't start running properly again once the hosting company problem was resolved - this may have just been bad luck that the Voice server was restarted at just the wrong time, but I'll investigate it today to see if there's anything else on the Voice side that could be done to improve resilience here.
