We restrict Subtitle to text only so that we can use that text in includelets such as Filtered Item List where you can make a list or grid of items including the Subtitle as part of it, for example this grid on the demo site.

If we used the WYSIWYG here then it could easily break these layouts, if you put different font sizes or styles in there.
