Am I correct in remembering you could upload a revision with a different name.
I have been unable to do so, in constitution folder.

I'm not sure what the problem is you're reporting here...
If you add a new revision of a file then it is intentional that the filename doesn't change - though the system itself doesn't have any problem with you uploading a new revision with whatever name you like. (I just tried this and, as expected, a new revision was uploaded but the name didn't change).
You can rename an existing file, though this doesn't change the underlying original filename.
If you want to completely change everything about a file, then your best bet is to delete the old one and add a new one completely fresh.
Hopefully that helps. Or is there some other problem here?

I was expecting it to display the new name on the second line, as when you change the name of a file on the website.

I agree that it's a bit confusing that it doesn't do this, though it is intentional. It is mainly to preserve URLs that point to the file (e.g., so if you link to the file from a page on your site then the link won't break if you add a new version), and also becuase we consider that a new revision is really the same file, so keeping the same name makes some sense.
If you want a file with a different name on this second line then you have to add it as a new file (and optionally delete the old one).
