CELLARDYKE RESIDENTS ASSOCIATION 2019/20

This report provides an update on CRA matters since the last Annual General Meeting in September 2019, covering the main areas of the CRA’s work. The Cellardyke Residents Association Very, very, sadly, our Chairman, John Brown, passed away at the end of April 2020, after a short illness. He was a committed to Cellardyke and its history and community and was key in the setting up of the Interpretation Boards throughout Cellardyke. The CRA - and the Cellardyke Community - have lost a leader and true friend in his untimely passing. The whole country has been affected by Covid-19 and the Scottish Government Guidance on the pandemic, including lockdown and social distancing. This has meant that the CRA has only met twice since the last AGM - in December 2019 and March 2020 - due to social distancing guidelines and our diminished leadership capacity. CRA Projects At the 2019 AGM, it was agreed to explore a new organisational form for the majority of the CRA’s work - in particular the existing projects such as the Sea Queen Festival, the Quiet Citizens Walk and the Telephone Boxes and any new projects that people might wish to undertake. A Scottish Charitable Incorporated Organisation (SCIO), regulated by the Scottish Charity Regulator, OSCR, was agreed as the most appropriate organisational form. An application was made to set up a SCIO in December 2019 and eight people volunteered to be the initial Trustees. In February 2020, the Cellardyke Trust (SC049941) was born, taking on the responsibility for the existing projects. Unfortunately, the advent of Covid-19 and the whole country going into lockdown at the end of March 2020 meant that it was not possible to launch the organisation - or set up the membership scheme - as originally envisaged. In addition, the decision was made to cancel the 2020 Sea Queen Festival. Further details on the The Cellardyke Trust, which is now an independent organisation, can be found on the website : https://www.cellardyketrust.org It has already been agreed that The Cellardyke Trust would take on the running of the Sea Queen and the Sea Queen funds would transfer to the The Cellardyke Trust. It is proposed to transfer £2,128.04 of CRA Funds to the Cellardyke Trust in this regard. The Telephone Boxes Plans to purchase the two telephone boxes - on the harbour and at the end of John Street - were successfully made by Sydney Clare Checkland, on behalf of the CRA. As the boxes had to be bought by an organisation with charitable status, they now belong to the Cellardyke Trust. Details about the plans for the two boxes are available on the Cellardyke Trust website. Floral Work The Floral Grant from Fife Council was successfully applied for in early 2020. However, Covid-19 has had a significant impact on the floral work that could be undertaken and it is increasingly clear that the CRA lacks the capacity to co-ordinate the work. Initial discussions have been held with the Anstruther, Cellardyke & Kilrenny Community Council over the past year. The Community Council itself is a very much revitalised body - with an active group of volunteers looking after the flowers and planters in Anstruther, Cellardyke and Kilrenny. It would therefore seem sensible that the Community Council once again becomes the co-ordinating body, applies for any Floral grants for Cellardyke in the future and spends the remaining donations made to the CRA on floral work. In discussions with the Chairman of the Community Council, he has agreed to ensure that any monies transferred from the CRA would only be spent in Cellardyke. Having reviewed the past donations made for floral work, it is proposed to transfer £884.77 of CRA Funds to the Anstruther, Cellardyke & Kilrenny Community Council in this regard. Future responsibilities of the Cellardyke Residents Association The responsibility for the Sea Queen Festival, telephone boxes and any future arts and heritage projects will no longer be with the CRA, but with the Cellardyke Trust, which is an independent organisation. The CRA will no longer co-ordinate floral work, but pass over the existing CRA donations for floral work to the Anstruther, Cellardyke and Kilrenny Community Council, who already co-ordinate work in this area. The Community Council will also be in a position to apply for any grants in the future. The CRA has previously made the decision not to get involved in planning or environmental concerns, which are more appropriately the responsibility of the Community Council. The main responsibility of the CRA now remains as a key member of the Silverdykes Liaison Committee. The Silverdykes Liaison Committee was set up following the approval of planning permission for the Silverdykes development in Cellardyke. One of the main aims of the Silverdykes Liaison Committee (SLC) has been to advise Fife Council (FC) on the use of Section 75 payments from Muir Homes. This is to provide alternative leisure and recreational spaces and facilities for the community on publicly owned land that is accessible to all.    Once the final Silverdykes house is sold (at the time of writing we do not have an exact date) the final £100,000 of Section 75 money will be paid by Muir Homes to Fife Council towards open space leisure facilities in the Anstruther, Kilrenny and Cellardyke Community Council area.  This is a key role, for which the Cellardyke Residents Association retains responsibility, until these monies are finally spent. Work has already started to consult widely on obtaining ideas as to how this money should be spent. The role and function of the CRA will once again be reviewed when this responsibility has been discharged. Governance Officers will be need to be elected to the posts of Chairman, Vice-Chairman, Secretary and Treasurer for the Cellardyke Residents Association going forward. A meeting schedule will also need to be agreed, given the Scottish Government guidelines and the responsibilities of the CRA - and the uncertain environment caused by the pandemic. The CRA will also administer the residual monies (currently just over £250) and oversee the laying of the wreath on Armistice Day.
