Under the Environment Act 2021, public authorities in England, including parish and town councils, must consider what they can do to conserve and enhance biodiversity. This is known as the ‘biodiversity duty’.

High Easter Parish Council has adopted a formal complaints procedure for complaints about the administration or procedures of the Parish Council.

A policy which sets out all records created, received or maintained by the Parish Council in the course of carrying out its functions, and the time period for which important documents are retained.

Financial Regulations govern the conduct of financial management by the Parish Council. The current financial regulations were approved by the parish council in September 2024 and reflect an updated set of Financial Regulations published by National Association of Local Councils.

 

GRANT POLICY - HEPC_Grant_Policy_2022.pdf

This policy sets out the process for applying for grants and the decision process. The parish council will consider a grant for any organisation where a project benefits all or some of the residents of High Easter.

High Easter Parish Council is committed to respecting and protecting the privacy of anyone using this website and the confidentiality of any personal information that you provide to us. 

The Parish Council is governed by the General Data Protection Regulation (GDPR) and other legislation relating to personal data and rights, such as the Human Rights Act.

You can visit our website without telling us who you are and without revealing information about yourself.  If, however you contact the Parish Council you will be providing contact information and the Parish Council’s Data Privacy Notice can be viewed using the link above.  It covers the collection, protection, use and your rights of the personal information which you provide to the Parish Council.

 

PUBLICATION SCHEME and FREEDOM OF INFORMATIONHE_FOI_and_Publication_Scheme.pdf

The Freedom of Information Act 2000 requires every public authority to have a publication scheme, approved by the Information Commissioner’s Office (ICO), and to publish information covered by the scheme. High Easter Parish Council has adopted the ICO Model Publication Scheme. This scheme will enable members of the public to view and access information held by the Parish Council.

The parish council is required to maintain adequate Financial Reserves to meet its needs. The purpose of this policy which was approved in April 2024 for the year 2024/25 is to set out the different type of reserves, and how the Council will determine and review the level of our Reserves.

This policy promotes good practice in safeguarding for those using High Easter parish council facilities. It provides guidance to Cllrs to prevent abuse and sets out what to do should an issue arise.

 

STANDING ORDERSHE_Standing_Orders_-_Update_March_23.pdf

Standing Orders are the rule book for the routine conduct of Parish Council business and are based on the statutory procedures laid out in the Local Government Act 1972, Schedule 12, paragraph 42.

High Easter Parish Council use the standard template drawn up by the National Association of Councils tailored, where appropriate, to our particular circumstances, amended orders adopted at the meeting on 6th March 2023.
