This document was intended as a guide for development in Elstead with a view to ensuring that the existing character of the village is preserved in the future. It was adopted by Waverley as a planning document that should be taken into account by developers and Planning Officers when considering the character of any development. It was a key part of the evidence submitted in support of the Elstead & Weyburn Neighbourhood Plan.
