NOTES OF AW2 AND NIGHTINGALES RESIDENTS’ MEETING
HELD ON 19TH OCTOBER 2023
AT COLDEAST MANSION
WELCOME AND INTRODUCTION:
The Chair of Cold East Drive Residents’ Association - Allan Duncan - welcomed all residents, including some visitors from AW1. He also introduced Councillor Sean Woodward – Head of Fareham Borough Council and our Local Councillor – Ian Bastable.
ADOPTION OF ROADS ON THE ESTATE:
Councillor Woodward gave detailed information on the plans for the adoption of the various roads on the Estate. Full details have been kindly supplied in an email which is attached. Councillor Woodward also answered a few questions on specific roads (covered in the email).
ZOOM MEETING WITH JON BYROM OF HOMES ENGLAND:
Jon Byrom joined the Meeting via Zoom. Unfortunately, the connection was not very clear, so an email exchange between Homes England and the Committee is being booked and full details will be published on completion.
RECORDED ZOOM MEETING WITH LAURA HAYLES OF ERMC:
Unfortunately, Laura could not attend the meeting for personal reasons, so it was agreed to record a Zoom Meeting. It was made clear to the Committee that Laura would only answer the pre-submitted questions and would not respond any further. Whilst it was not a particularly satisfactory situation, it was felt to be better than nothing.

GENERAL QUESTIONS:
Prior to the Meeting, residents on AW2 and Nightingales were offered the opportunity to submit questions to be asked of ERMC in particular.
The areas where questions were asked are listed below, together with updates:
- Adoption of Roads – has been covered in detail by Councillor Woodward and the attached email. However, HCC is being contacted to enquire about the painting of yellow lines, particularly at the junction of Coldeast Drive and Brook Lane.
- Clearance of Weeds etc from Coldeast Drive – After a lot of chasing, this work has started, the CDRA Committee will monitor the work to ensure it is completed fully.
- Grounds Maintenance – The CDRA Committee has been constantly chasing ERMC to appoint a new team; Jon Byrom of Homes England announced that Environcare had been appointed and should start on 1st November. The CDRA Committee will ensure that the contract is finalised, and work will start.
- Service Charge – Allan made the point that, by refusing the pay the Service Charge, residents are adding to the problem and not helping to solve it. However, he is in contact with both ERMC and Himes England to ascertain exactly how much has been ringfenced for potential legal action by John O’Connor and what will happen to the money when it is released. The general feeling at the meeting was that it should be returned to the residents. We have also requested a full copy of both the AW2 and the ERMC Accounts.

I understand that you have requested an update on the road adoptions in Coldeast and hope that the following is of interest. As you are aware, Coldeast is split into several phases as shown on the attached phases diagram. The table below lists the current position on each phase and the main issues for resolution are in bold text.
In all cases, the developers are working through the outstanding items with the support of our officers but it is important to note that the developers are largely in control of the adoption timescales. Where the developers have chosen to build their estate roads without entering into a s38 Agreement beforehand, they will need a Deed of Dedication.
