Parish Council Annual Budget for 2025/2026
" The Precept "
What is the Parish Council Precept? The Parish Council Precept is a specific sum of money ( The Budget) collected through the Basildon Council Tax for each property in Bowers Gifford & North Benfleet annually and then given back to the Parish Council to fund the Parish Council operating costs, services and projects to benefit the residents of Bowers Gifford and North Benfleet.
Basildon Council Tax Demand Notices for 2025/2026 will soon be dropping through your letter box and you may notice that the Annual Precept for Bowers Gifford and North Benfleet Parish Council has increased slightly, here is WHY!
The total Annual amount of Precept collected for Bowers Gifford and North Benfleet Parish Council for 2025/2026 has increased from £26,013.24 in 2024/2025 to £29,969.87 in 2025/2026 to cover the increased of costs of the Parish Council. In real terms however this means an extra £5.40 per year for a Band D property rising from £36.00 to £41.40 over what was paid in 2024/2025. This amount varies slightly for properties in Bands E–H and is less for Bands lower than D.
How does the Parish Council spend the Precept :
Below are examples of how the Parish Council spends your money:
Community events each year: CCTV for Westlake Park: Administration: Staff salaries and National Insurance: Equipment purchases and repairs: Stationery: Parish Council Insurance to cover all activities: Hall Hire for meetings (open to residents to attend): Neighbourhood Development Order preparation: In addition the Parish Council applies will apply for funding for additional projects which benefit the community. Although securing this funding has become more challenging due to the conditions associated with some funding sources and this money cannot be guaranteed.
From April 2025, under recommendations from gov.uk ,we will also have a new email address and website in order to make our website Accessibility Compliant for all and improve security for users.
We will provide more details on this in the coming weeks.
One misconception is that Parish Councillors are paid , they are not!
Parish Councillors freely dedicate their time to represent the community in various matters and do not receive any remuneration or expenses from the Precept

WHAT IS A NEIGHBOURHOOD DEVELOPMENT ORDER?
A Neighbourhood Development Order is a planning tool that enables communities to shape development in their local area. Like an approved planning application, it grants permission for a specific development in a designed area. The permission may be in outline (with reserved matters) or in full, like normal planning permission.
The key difference between a normal planning application is that an NDO is a proposal made by the Parish Council and local community. Neighbourhood Development Orders must pass an examination and referendum so it very important you provide us with your views on the Draft.
In developing the NDO the aim is to encourage landowners and developers to bring about positive change in an area, In this case the Plotlands of North Benfleet but these changes will benefit all who live in the village.
