MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 18th OCTOBER 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/173. Apologies for absence

No apologies received.

 

16/174. Minutes of the previous meeting

The minutes of 20th September 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

16/175. Declarations of Interest

No interests declared.

 

16/176. Matters for information from previous meetings

16/71b) Langford Churchyard Fence – Cllr. Ashby is trying to confirm R&G Development’s quotation for repairs to the section along Maldon Road and to get two more quotations for this work.

16/114. Where does Water Go? Project – Clerk had been unable to arrange a date convenient for all volunteers.

16/116. Langford Churchyard Fence – Cllr. Ashby to chase invoice as payment is still outstanding.

16/131. Newsletter – Cllr. Allen had not received revised quotation and would get another company to provide a quotation.

16/132. Ditch, Hatfield Road – It was noted that the ditch had not been cleared.

16/160a) CML Meeting – Cllr. Ashby was unable to attend the proposed meeting on 24th October. Clerk to rearrange with Mr. Clark.

16/162c) DCLG Grant – Clerk had applied for grant of £1375.

16/170. Essex Superfast Broadband – A note encouraging residents to sign up had been delivered to all dwellings.

16/178. Public Question Time

  • A resident thanked Cllrs. Anfilogoff and Allen who had attended a NW Planning Committee meeting.

 

16/179. Planning Matters

a) Planning applications received:

None

b) Planning decisions received:

FUL/MAL/16/00614 – New storage barn, Fairwinds Poultry Farm, Ulting was approved.

FUL/MAL/16/00265 – Proposed application for the development of six detached dwellings with associated garage & parking and access road (formerly consented for four detached dwellings – consent has been implemented, land adjacent to Langford Waterworks, Hatfield Road, Langford was refused.

 

16/180. Correspondence

a) Highway Flooding – Clerk to complete application form for localised flooding at the bridge over the River Blackwater, Langford.

b) Capping the precept of Parish Councils – Clerk to write and object to the proposals.

c) Great Totham Neighbourhood Area – No objection.

d) Emails from a landowner requesting a full disclosure of the current status of the plan and an updating of the website including the publishing of the Examiners Report were noted. Maldon District Council is responsible for arranging the publication of the report as set out in the regulations.

e) Aviva Community Fund – Letter from Priti Patel MP encouraging local organisations to apply for funding to support the elderly, disabled, health and wellbeing and community sport was passed to Cllr. Allen.

d) Bank Reconciliation – The bank reconciliation for 31st August 2016 had been checked and agreed by Cllr. Palmer.

e) Notice of Conclusion of Audit – It was noted that the audit of accounts for Langford & Ulting Parish Council for the year ended 31st March 2016 had been concluded and the accounts have been published.

f) Barclays Bank – It was noted that the interest rate on Business Premium Account would reduce to 0% from 5th December 2016.

 

16/182. Neighbourhood Plan

a) Cllr. Anfilogoff reported that discussions had continued with Maldon District Council. The Parish Council had a strong mandate from residents which had formed the basis of the housing policy and the examiner’s proposed modification to remove the policy meant that no development would be allowed in the Parish.

b) The revised wording for Policy 9 which had been drawn up in conjunction with Maldon District Council was agreed.

c) It was agreed that the Submission Version would be withdrawn. This would also give an opportunity to update the Plan.

e) Maldon District Council grant availability – Clerk to suggest a grant towards printing costs.

d) It was noted that the website had been updated.

 

16/183. Dog Bin

Clerk had met a Maldon District Council officer on site and the bin has been installed on the footpath post adjacent to Mill Cottage.

 

16/184. Essex Superfast Broadband

It was noted that residents had been asked to register and respond to the consultation by Wednesday 12th October.

 

16/185. Maldon District Local Development Plan Consultation

Parish Council response was agreed. Clerk to respond by 27th October 2016.

 

16/186. Newsletter

a) It was noted that the newsletter had won a Finalist Award in the Essex Life Community Magazine Awards. Cllr. Allen was congratulated by other councillors.

b) It was noted that Cllr. Allen had received a cheque for £1,000 from CML Microsystems Ltd., a contribution towards future newsletters. Cllr. Allen to write and thank CML for supporting the newsletter.

 

16/187. DCLG Technical consultation on implementation of Neighbourhood planning provisions in the Neighbourhood Planning Bill

Parish Council response was agreed. Clerk to respond by 28th October 2016.
