MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 15th NOVEMBER 2016 AT LANGFORD & ULTING VILLAGE HALL.

The Chairman welcomed Nigel Clark, Group Chairman, CML Microsystems Plc who gave a presentation on the recent planning history of the site, CML’s future intentions for Oval Park and what they envisage as acceptable. The Chairman thanked Nigel for attending the meeting.

 

16/190. Apologies for absence

Apologies were received from Cllr. Ashby who was working out of the County.

 

16/191. Minutes of the previous meeting

The minutes of 18th October 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

16/71b) Langford Churchyard fence quotations – Carried forward to next meeting.

16/116. Langford Churchyard fence invoice - Carried forward to next meeting.

16/131. Newsletter – Cllr. Allen has asked another printing company to quote.

16/132. Ditch, Hatfield Road – Clerk had reported to Essex County Council that clearance work had not been undertaken.

16/180a) Highway Flooding – Clerk had spoken to Olive Porter, Essex County Council Highways about problems caused by large vehicles driving through flood water at Langford bridge.

 

16/194. District Councillors report

No report received.

 

16/195. Public Question Time

  • Rural broadband – A resident queried how broadband speed could be improved in Ulting. Clerk to invite a representative from Superfast Essex to a Parish Council meeting. (A member of the public left the meeting)
  • River Blackwater – A resident noted that the river was overgrown on the Witham side. Cllr. Ashby to investigate and report back to next meeting.

 

16/196. Planning Matters

a) Planning applications received:

FUL/MAL/15/01195 - Temporary planning permission to site a mobile home within the site during renovation of property, The Homestead, Maldon Road, Langford. The Parish Council agreed to support this application as previously (see minute 16/110), with the provision that permission would be given for a maximum of 12 months and that the building must be removed after that period.

LBC/MAL/15/01204 - Temporary repair to roof. Full strip off main roof repair, replace windows, repair crack & render, The Homestead, Maldon Road, Langford. The Parish Council agreed to support this application but to include a comment on the compromised state of the sole plate and objecting to the removal of the bow window.

FUL/MAL/16/01088 - Proposed outbuilding for storage of historic motor vehicles including change of use to class B8, Land Adjacent Orchard Cottage, Hatfield Road, Langford. The Parish Council agreed to support this application.

b) Planning decisions received:

TCA/MAL/16/01128 - T1 - Willow - Winch out fallen stems. T2 - Ash - Tree has fallen into river and needs to be winched out. Can tree woks proceed under 5 day D&D?, Museum Of Power Steam Pumping Station, Hatfield Road, Langford was allowed to proceed.

FUL/MAL/16/00866 - Conversion of existing office unit into a 1 bedroom home. Change of use from B1 to C3 Unit 4, The Bower, Langford Hall Barn, Witham Road, Langford was refused.

COUPA/MAL/16/00928 - Prior approval of proposed change of use of agricultural building to a dwellinghouse (Class C3), and for associated operational development Middlefield Barns, Crouchmans Farm Road, Ulting was refused.

 

16/197. Correspondence

a) Christmas Drinks Reception, 2nd December 2016 – Clerk to send apologies as no councillors were able to attend.

b) Civic Carol Service, 19th December 2016 at St. Mary the Virgin, Burnham-on-Crouch – Cllrs. Anfilogoff and Allen to notify clerk if they are able to attend.

c) Village Sign – Clerk to ask C. Spong to write about the history of the sign for possible inclusion in The Oyster.

d) Email from a landowner/stakeholder requesting further information about the Neighbourhood Plan – clerk to respond.

e) Rough Sleepers – Councillors to notify clerk if any rough sleepers were seen in the Parish on the night of 16th November 2016.

f) Bus Shelter Ownership –It was noted that the two bus shelters listed in Langford are owned by Essex County Council not the Parish Council as listed. Clerk to notify Essex County Council.

g) Improved Passenger Transport Infrastructure – No scheme to be put forward.

d) Bank Reconciliation – As the bank statement had not been received, agreement of the bank reconciliation to 30th September 2016 was deferred.

e) Income and Expenditure – The quarterly finance report showing actual spend against budget for the period 1st April to 30th September 2016 was noted.

f) PRECEPT 2017/2018- Councillors had been asked to consider items for inclusion in next year’s precept but no proposals were put forward.

 

16/199. Neighbourhood Plan

a) Cllr. Anfilogoff reported that Maldon District Council had not provided a formal response to the Parish Council’s letter withdrawing the Neighbourhood Plan. In addition, Maldon District Council had not confirmed whether the Neighbourhood Plan could be resubmitted under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, together with all supporting documents. It was noted that the Submission Neighbourhood Plan and supporting documents and the Examiner’s Report had been removed from the Parish Council website at the request of Maldon District Council.

b) Neighbourhood Plan Grant – Receipt of a grant of £1375 from Groundwork UK Ltd was noted.

c) Charisma Spatial Planning Ltd – It was agreed that the above grant would be used to pay for three days planning consultancy fees at £500/day. It was agreed that the residual £125 would be funded from the Parish Council budget.

 

16/200. Transparency Code Fund

It was agreed that the clerk would apply for a further grant to cover continuing costs in complying with the Transparency Code and Microsoft Office for the Parish Council laptop.

 

16/201. John Thresh Way

Clerk to contact Maldon District Council to find out whether a name plate for the above new development is to be installed.

 

16/202. Local Bus Network Review Consultation

It was agreed that no response was required.

 

16/203. Removal of BT Payphones Consultation

The proposed removal of payphone on Hatfield Road, opposite Ulting Lane which had not been used in the last 12 months was noted. It was agreed that no response was required.

 

16/204. December Meeting Date

It was agreed that the December meeting should be changed to Tuesday 6th December 2016.
