MINUTES OF THE ANNUAL MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 17th MAY 2016 AT CROUCHMANS BARN, ULTING.

16/84. Election of Chairman

Cllr. Allen proposed and Cllr. Palmer seconded Cllr. Anfilogoff as Chairman. As there were no other nominations Cllr. Anfilogoff was elected Chairman for the forthcoming year and signed a Declaration of Acceptance of Office.

 

16/85. Election of Vice Chairman

Cllr. Palmer proposed and Cllr. Anfilogoff seconded Cllr. Allen as Vice Chairman. As there were no other nominations Cllr. Allen was elected Vice Chairman for the forthcoming year.

 

16/86. Appointments to committees

The following appointments were made:

Langford Planning representatives: Cllrs. Allen and Ashby

Ulting Planning representatives: Cllrs. Palmer and Clemo

Emergency Planning Officer: Cllr. Ashby

Newsletter: Cllr. Allen

Footpath Representative: Cllr. Ashby

Village Correspondent: Cllr. Palmer

Neighbourhood Plan Steering Group: All planning representatives and Cllr. Anfilogoff (Chairman)

 

16/87. Apologies for absence

Apologies received from Cllr. Ashby who was unwell and District Cllr. Bass.

 

16/88. Minutes of the previous meeting

a) The minutes of 19th April 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

b) The minutes of 26th April 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

16/89. Declarations of Interest

Cllr. Clemo declared a possible personal interest in item 16/93 and did not take part in the discussion.

 

16/90.  Matters for information from previous meetings

15/197. Path at Ulting Lane Green – Item carried forward as clerk had not had sufficient hours to take some photographs.

16/71. Langford Churchyard Fence – The insurance company had authorised repairs to the fencing based on the quote of £648 from RG Developments Essex Ltd. Cllr. Ashby to instruct contractor.

16/72. Best Kept Churchyard – Cllr. Allen had entered Langford churchyard.

 

16/91. District Councillors report

The clerk will put the annual report circulated to councillors on the Parish Council website.

 

16/92. Public Question Time

16/93. Planning Matters

a) Planning applications received:

HOUSE/MAL/16/00435 – Extend and remodel existing bungalow (Re-submission), The Spinney, Langford Road, Langford. The Parish Council agreed to support this application.

COUPA/MAL/16/00463 – Prior notification of a proposed change of use for an agricultural building to a dwellinghouse and associated operational development. Drylands Nursery, Crouchmans Farm Road, Ulting. The Parish Council agreed to comment on this application as there was no objection to the principle of allowing a dwelling to be built on the site. The Parish Council did not consider that the current application complied with the GPDO 2015.

b) Planning decisions received:

HOUSE/MAL/16/00087 and LBC/MAL/16/00114 - Demolish existing pre-cast concrete garage and replace with a timber framed Essex barn design building with a room in the roof and joined to an earlier extension to the cottages by an oak framed glass link at 2, Church Cottages, Witham Road, Langford was allowed.

COUPA/MAL/16/00225 -Notification for prior approval for a proposed change of use of a goat pen to a one bedroom dwelling at The Paddock, Ulting Lane, Ulting was refused.

COUPA/MAL/16/00227 - Conversion of existing chicken coop to a one bedroom dwelling at The Paddock, Ulting Lane, Ulting was refused.

c) Withdrawal of planning application:

HOUSE/MAL16/00275 – Detached double garage and store at The Owls, Crouchmans Farm Road, Ulting. Notification that the applicant had withdrawn this application had been received.

d) The Parish Council proposed that the following items should be suggested for inclusion on the agenda for the Town and Parish Council Training to be held on 27th June 2016 at 10am:

i) Procedure for determining prior approval applications (The Town & Country (General Permitted Development) Order 2015,

ii) Clarification of process Maldon District Council uses to send out planning applications to enable alignment with Parish Council meetings.

 

16/94. Correspondence

a) Essex County Council Highways – Temporary Prohibition of Traffic Order Notice received for the following roads in the parish: Ulting Lane, Ulting Hall Road, Crouchmans Farm Road, Bumfords Lane, Ashfield Farm Road and The Causeway.

b) Bus Services – A Passenger Transport meeting to discuss the following services: 5, 31A, 91,95 95A, is to be held on 17th June from 10am to 12 noon at Maldon Town Hall.

c) Southend Airport Standard Instrument Departure Procedures consultation. It was agreed that the Parish Council would return no comments.

 

16/95. Finance

a) Authorisation of payments to:- See item 16/97 below.

b) The Annual Governance Statement (Section 1) was approved by the Parish Council, completed by the Chairman and then signed by the Chairman and Clerk

c) The Annual Accounting Statements, (Section 2) was approved by the Parish Council and signed by the Chairman and Clerk.

d) It was agreed that the accounts for year ending 31st March 2016 should be approved and these were signed by Cllr Anfilogoff and the clerk. The Internal audit is to be carried out 31st May 2016.

e) Bank Reconciliations - Cllr Palmer confirmed that she had undertaken internal controls to verify bank reconciliations produced by the clerk for month of March 2016 and year to 31st March 2016.

f) Payment of £1250.00 to Groundwork UK (cheque no. 100883) – repayment of unspent grant, raised at the previous meeting was ratified.

 

16/96. Neighbourhood Plan

a) Cllr. Anfilogoff reported that subsequent to Maldon District Council’s receipt of the Examiner’s Report, a meeting with Maldon District Council officers, District Cllrs. Bass and Durham and Ann Skippers had been held. The majority of the suggested changes had been agreed and Maldon District Council officers were seeking advice from their solicitor on Policy 9.

b) The clerk had accepted the offer of a grant of £2650 from Groundwork UK. (See Minute16/82)

 

16/97. Insurance

a) Insurance quotations had been received from AON, Peter Came (Ecclesiastical) and Zurich. It was agreed that the Parish Council would continue with cover from Peter Came at a cost of £314.41. The payment of £314.41 was authorised.

b) It was agreed that a Long Term Agreement for 3 years would be entered into.

 

16/98. Newsletter

Items for the next newsletter, particularly Ulting, were requested by Cllr. Allen.

 

16/99. Where does Water Go? Project

It was agreed that if there were enough volunteers (minimum of 2), the Parish Council would take part in this project which maps open watercourses in the Parish. Training to be provided late August/early September. Cllr. Allen to advertise in the next newsletter.

 

16/100. FUL /MAL/16/00265

It was agreed that the offers to present the application for six dwellings to the Parish Council by Sunbury Developments Ltd or to attend a site visit would be declined as the Parish Council’s next meeting is 21st June.

 

16/101. Clerk’s Contract of Employment

The clerk’s amended contract was approved and signed. Payment of holiday pay (now included in salary) was authorised.

16/103. Date of next meeting

The next meeting will be held on Tuesday 21st June 2016 at Langford & Ulting Village Hall.
