MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 5th JANUARY 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/01. Apologies for absence

16/02. Minutes of the previous meetings

a) The minutes of 15th December 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

16/04. Matters for information from previous meetings

15/198. Langford Churchyard fence insurance claim – Clerk to contact Mr. Harrington.

15/216b) Langford Churchyard fence repairs – Cllr. Ashby had checked the fence adjacent to Maldon Road and calculated the materials required to replace the rotten panels. He is able to buy the wood at cost price and has asked for quotations to make up the required panels. The Chairman thanked him for looking into this.

15/197. Cars on Ulting Lane Green – Cllr. Anfilogoff to chase contact at Water Co.

  • It was noted that a resident had requested that Crouchmans Farm Road should be denoted with street nameplates
  • It was noted that a 40 tonne lorry had driven down the track towards Middlefield Barns

 

16/07. Planning Matters

a) Planning applications received.

HOUSE/MAL/15/01303 – Remove existing conservatory. Replace with two storey side extension. Hillcrest, Crouchmans Farm Road, Ulting. It was agreed that this application would be supported.

b) Planning decisions received.

FUL/MAL/15/00948 and LBC/MAL/15/00949 – Bringing garage space within existing coach house into residential use and new coach house doors & screens and 2 No. additional windows was approved and listed building consent granted at The Coach House, Maypole Road, Langford.

TCA/MAL/15/00974 – T1 Norway Maple – Crown lift to achieve crown being above the building in the future. Current works to involve removing limbs below the first floor office windows and to reduce any branches to achieve a 1m distance from the adjacent building and T2 and T3 initiate pollard at 2.5m from the ground at Langford Waterworks was allowed to proceed.

FUL/MAL/15/01042 – Single storey rear extension to both 2 and 3 Sugar Mill Cottages, including demolition of conservatory to 3 Sugar Mill Cottages and outbuilding to 2 Sugar Mill Cottages was approved.

c) Withdrawal of planning application.

FUL/MAL/15/01039 – Conversion of existing office unit into a 1 bedroom home and change of use from B1 to C3. Notification that the applicant had withdrawn this application had been received.

 

16/08. Correspondence

a) Ulting Lane Green – It was agreed that permission to allow access across the green while building work was carried out under the terms set out would be granted.

b) The amount of £96.00, cheque number 100870 was ratified - Regulation 15 Neighbourhood Plan printing costs.

 

16/10. Precept 2016/17

A precept of £7000 was agreed. Expenditure proposed includes £3000 on Langford churchyard fence repairs with all other expenditure remaining similar to the previous year.

 

16/11. Chelmsford Local Plan Consultation

It was agreed that no response would be submitted.

 

16/12. Neighbourhood Plan

a) It was noted that the change request had been granted. This will enable continuing consultancy support through the examination and modification stages.

b) The examiners put forward by Maldon District Council were discussed and their recommendation of Mr. High was approved.

 

16/13. Langford Churchyard

a) Broken drain – Clerk to chase Maldon District Council.

b) It was agreed that Cllr. Ashby’s offer to cut Langford Churchyard grass on a voluntary basis would be accepted. Clerk to notify Maldon District Council of change to contract from 1st April 2016.

 

16/14. Procedure for determining permitted development under Class Q

A response had been received from Maldon District Council. It was agreed that the clerk would write back as the points raised had not been addressed.

 

16/15. Query from parishioner

It was noted that the postal address for the new development at Langford Waterworks is John Thresh Way.
