MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 16th FEBRUARY 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/18. Apologies for absence

16/19. Minutes of the previous meetings

a) The minutes of 5th January 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

16/20. Declarations of Interest

No interests declared.

 

16/21. Matters for information from previous meetings

15/198. Langford Churchyard fence – Clerk had arranged to meet Mr. Harrington, who now has all the materials required, and confirm a date for the work to proceed.

16/13a) Broken drain – Clerk to contact Maldon District Council as no response to email received.

16/13b) Grasscutting – Clerk to contact Maldon District Council as a price to cut Ulting churchyard only had not been received.

16/14. Procedure for determining permitted development under Class Q – No acknowledgment of receipt received, clerk to chase.

16/07a) HOUSE/MAL/15/01303 – Remove existing conservatory and replace with two storey side extension, Hillcrest, Crouchmans Farm Road, Ulting. The applicant had written to thank the councillors who had attended the NW Planning committee meeting to support their planning application.

 

16/22. District Councillors report

  • Local Development Plan – A response from the Secretary of State is expected any day.
  • Oval Park – No decision received as yet.
  • Reduction in Government support - £93,000 (2015/16) and £400,000 (2016/17).
  • New waste contract – Commenced 1st February. Wheelie bins to be delivered to all suitable premises and from June, residual waste and recycling will be collected alternate weeks. Food waste will still be collected every week.

 

16/23. Public Question Time

  • Speeding in Ulting Lane – Cllr. Durham advised that members of the public can report antisocial/dangerous driving under Section 59. Complaints to: driving.complaints@essex.pnn.police.uk. Cllr. Durham also stated that Maldon District Council is looking into taking out a Public Prosecution Order to deal with drivers racing on certain roads in the District.

c) Withdrawal of planning applications.

COUPA/MAL/15/01104 – Prior approval for a proposed change of use from agricultural barns to 2No. one-bedroom dwellinghouses at Land adjacent to The Paddock, Ulting Lane, Ulting. Notification that the applicant had withdrawn this application had been received.

HOUSE/MAL/15/01215 – Extend and remodel existing bungalow, with a rear extension and en-suite to the front and first floor over part of ground floor area. All windows to be replaced at The Spinney, Langford Road, Langford. Notification that the applicant had withdrawn this application had been received.

 

16/25. Correspondence

a) Langford & Ulting Neighbourhood Plan – Letter from Priti Patel MP stating that she was pleased to see that the Plan had reached Regulation 16 consultation stage.

b) Chelmer Canal Trust – Notification of events in February received. Next event is: Journey of the Chelmer & Blackwater Navigation which is to be held at Moulsham Mill on 23rd February at 7.30pm.

c) Heybridge Parish Council – Notification of events in 2016 received. Next event is a Quiz Night at Plantation Hall on 19th March at 7.30pm.

  • Superfast Essex Update – This indicates that Langford already has or should have fibre broadband services available, or coming. In fact, this is not the case for most of Langford. Cllr. Durham suggested emailing cllr.kevin.bentley@essex.gov.uk

b) Audit 2016/17 – Notification that PKF Littlejohn LLP are the appointed auditors for local councils in Maldon District had been received. It was noted that there are a number of changes to the requirements as a result of the Accounts and Audit Regulations 2015.

 

16/27. Neighbourhood Plan Examination

a) Choice of examiner – An email had been received from Maldon District Council which explained the results of a further procurement exercise that had been carried out on the advice of the procurement team. This included the 3 examiners previously proposed by NPIERS and two examiners who had been approached directly.   Maldon District Council’s subsequent scoring resulted in Argyle Planning Consultancy as first choice and Richard High second. Due to procurement legislation it was noted that the Council could be sued if their first choice was not used. The Parish Council therefore agreed the appointment of Argyle Planning Consultancy as examiner.

 

16/28. Neighourhood Plan Reg 16 Consultation response

a) Heybridge Parish Council’s objection to the Neighbourhood Plan boundary was noted.

b) Maldon District Council’s draft response and proposal to Heybridge Parish Council’s objection was noted.

 

16/29. Emergency Plan

a) It was agreed that Cllr. Ashby would bring the box to the next meeting. The clerk would then contact the Community Safety Officer if any help was required in updating the plan.

 

16/30. Meet the Councillors

It was agreed that Cllrs. Anfilogoff and Allen would attend on Monday 29th February, 2 - 4pm.

 

16/31. Lower Thames Crossing Route Consultation

Councillors to look at documents and response to be considered at the next meeting. (Consultation closes Thursday 24th March)

 

16/32. Dengie Bus Service Network Review Consultation February 2016

Councillors to look at documents and response to be considered at the next meeting. (Consultation closes Friday 18th March)

 

16/33. Essex and Southend-on-Sea Replacement Waste Local Plan

It was agreed that no response would be submitted.
