MINUTES OF AN EXTRAORDINARY MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 29th MARCH 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/58. Planning
Planning applications received:
a) OUT/MAL/15/00152 – Outline planning application for the construction of up to 45 dwellings, together with associated garaging, parking, public open space, landscaping, access, highways, drainage and infrastructure works. Land West of Maypole Road, Heybridge. It was agreed to recommend refusal for the following reasons:
- The proposal is contrary to the North Heybridge Garden Suburb strategic masterplan where this area is designated as green infrastructure;
- Policy S3 (emerging Local Development Plan), states that “planning consent for development within the Garden Suburbs will only be granted by the Council if the proposals are in accordance with the masterplan”;
- The built up development would encroach into the rural countryside and is outside any settlement boundary;
- Development on this site is not allowed for in the flood alleviation scheme associated with the North Heybridge Garden suburb;
- The development would adversely affect the setting of Langford Old Rectory (listed Grade II) and its associated listed stables.
b) COUPA/MAL/16/00225 – Conversion of existing goat pen to a one bedroom dwelling. The Paddock, Ulting Lane, Ulting. It was agreed to recommend refusal because the Building Condition Assessment states that “the roof will be fitted with further steel framing and bracing to provide additional stability to the existing steel framework”, the existing concrete floor is to be removed, lowered and replaced, and the foundations are to be repaired and stabilised. The GPDO 2015 does not include the construction of new structural elements; it is only where the existing building is structurally strong enough to take the loading which comes with the external works to provide for residential use, that the building would be considered to have the permitted development right. In addition, the buildings are not part of an established trading agricultural unit/business.
c) COUPA/MAL/16/00227 – Conversion of existing chicken coop to a one bedroom dwelling. The Paddock, Ulting Lane, Ulting. d) HOUSE/MAL/16/00275 – Detached double garage and store. The Owls, Crouchmans Farm Road, Ulting. The Parish Council agreed to support this application.
16/59. Finance
a) Regular verification of monthly bank reconciliations by Cllr. Palmer to 29th February 2016 were noted.
b) Expenditure against budget for year 2015/16 to 31st December 2015 was noted. It was also noted that expenditure against budget to 30th June and 30th September 2015 are available on the Parish Council website.
c) The payment of £338.00 to Alphaprint (cheque no. 100876) raised at the Parish Council meeting on 16th February 2016 was ratified.

The next meeting will be held on Tuesday 19th April 2016 after Langford Parish Meeting at Langford & Ulting Village Hall.
