MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON MONDAY 19th DECEMBER 2016 AT LANGFORD CHURCH.

16/222.Apologies for absence

Apologies were received from Cllrs. Palmer and Clemo and District Councillor Bass who all had prior engagements.

 

16/223. Declarations of Interest

No interests declared.

 

16/224. Public Question Time (limited to 15 minutes)

  • The plans submitted for an outbuilding at Stockhall Farm were discussed.

 

16/225. Planning

Planning application received:

COUPA/MAL/16/01384 - Notification for prior approval for a proposed change of use of an agricultural building to 2 no. dwellinghouses (Class C3), and for associated operational development. Outbuilding At Stockhall Farm, Hatfield Road, Ulting. The Parish Council agreed to recommend refusal as the building is adjacent to the curtilage of a Grade II listed dwellinghouse and several listed agricultural outbuildings. In addition, the adjacent agricultural buildings in the farmyard itself are still in use and the activities associated with them may have an adverse impact on the amenity of future occupants. Access to the site is along a narrow track with a ditch either side and there are no passing places.

16/226. Neighbourhood Plan

Cllr. Anfilogoff outlined the progress that had been achieved since receiving the examiner’s report in April and proposed that the Parish Council should rescind the withdrawal of the Neighbourhood Plan. The clerk advised that an email from Maldon District Council had requested that the Parish Council did not make any decisions until advice had been received from DCLG. It was agreed that the Chairman would contact Ann Skippers for advice.

 

16/227. Langford Churchyard Fence

An email received from RG Developments confirming their quotation to repair the fence along Maldon Road was noted. Cllr. Ashby was asked to secure two further quotations for the 21st February meeting.

 

16/228. Date of next meeting

The next meeting will be held on Tuesday 3rd January 2017 at Langford & Ulting Village Hall commencing at 7.30pm.

 

The meeting closed at 11.20am.
