MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 6th DECEMBER 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/207. Apologies for absence

No apologies received.

 

16/208. Minutes of the previous meeting

The minutes of 15th November 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

16/210. Matters for information from previous meetings

16/71b) Langford Churchyard fence quotations – No response received from RG Developments Ltd.

16/116. Langford Churchyard fence invoice – Clerk had emailed RG Developments requesting an invoice to enable payment for the work carried out.

16/131. Newsletter – Cllr. Allen had not received a quotation and will chase the printers. It was also suggested that another printer should be asked to quote.

16/132. Ditch, Hatfield Road – Work to clear the ditch had started this week.

16/201. John Thresh Way – Road name signs on new developments are installed by the developer. Maldon District Council will chase.

16/212. Public Question Time

  • Middlefields Barns – A resident was concerned that issues on the initial application had not been resolved.
  • Blocked culvert near junction of Hatfield Road and Ulting Lane. Clerk to report to Highways.
  • Manhole cover on verge between Stock Hall and Orchard Cottage missing.  Clerk to report to Highways.

 

16/213. Planning Matters

a) Planning applications received:

HOUSE/MAL/16/01279 and LBC/MAL/16/01280 - Single storey extension to a Grade II listed cottage. 1, Church Cottages, Witham Road, Langford. The Parish Council agreed to support this application.

COUPA/MAL/16/01307 - Prior approval of proposed change of use of agricultural building to a dwellinghouse (Class C3), and for associated operational development. Middlefield Barns, Crouchmans Farm Road, Ulting. The Parish Council maintained its objection to this application and agreed that a condition to prevent the addition of a mezzanine floor should be requested. It was noted that in a previous appeal, APP/X1545/W/14/2226285, for this building, the Inspector stated that: “Even if lightweight roof sheets were used some strengthening of the existing purlins would be required.” The addition of roof lights would also require additional elements in the roof structure.

HOUSE/MAL/16/01338 - Demolish existing conservatory, single storey rear extension and porch. Construct two storey front and side extensions together with single storey rear extension. Provide second floor with rooms in roof. Detached garages/car port. New entrance drive access. Fairwinds, Crouchmans Farm Road, Ulting. The Parish Council agreed to support this application.

COUPA/MAL/16/01324 – Prior approval of proposed change of use of agricultural building to a dwelling house (use class C3). Barn at Field End, Crouchmans Farm Road, Ulting. The Parish Council agreed that no further comment was required.

d) Bank Reconciliations – The bank reconciliations for 30th September 2016 and 31st October 2016 had been checked and agreed by Cllr. Palmer.

e) PRECEPT 2017/2018 – It was agreed that additional money would be required to repair Langford churchyard fence.

 

16/216. Neighbourhood Plan

a) Cllr. Anfilogoff reported that a reply had been received from Maldon District Council. It was noted that Maldon District Council had sought advice on the process required to modify and reinstate the Plan from the Neighbourhood Plans Team at DCLG but this had not yet been received. Informal advice received from the RCCE recommended that when a Plan had been withdrawn and modified, it should go through the Regulation 14 consultation again, before being submitted. It was agreed that the Chairman would contact other Parish Council Chairmen, where a Neighbourhood Plan has been withdrawn, to see what advice they had been given.

 

16/217. Village Hall Store

A break into the Village Hall store on the night of 23rd/24th November 2016 was noted.

 

16/218. Future intentions for Oval Park

It was agreed that the clerk would write to Mr. Clark explaining the Parish Council’s position with regard to the Parish Council’s recent response to the Local Development Plan noting concerns about the buffer zone, highway access and future growth outside the settlement boundary.
