MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 16th AUGUST 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/136. Apologies for absence

Apologies received from District Cllr. Durham.

 

16/137. Minutes of the previous meeting

The minutes of 19th July 2016 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

16/138. Declarations of Interest

No interests declared.

 

16/139. Matters for information from previous meetings

15/197. Path at Ulting Lane Green – Item carried forward.

16/125a) FUL/MAL/16/00614- New storage barn at Fairwinds Poultry Farm, Crouchmans Farm Road, Ulting. Revised site plan received.

16/131. Newsletter – Cllr. Allen to chase revised quotation.

16/132. Ditch, Hatfield Road – Item carried forward.

 

16/140. District Councillors report

  • Refuse collection – Residents should have seen some improvement to the service in Ulting
  • Crazy Golf and other activities at the Prom.
  • Maldon District Council has resolved to go paperless within the next 6 months
  • Planning appeals – Random decisions depending on the Planning Inspector continue to be received
  • Local Development Plan – Documents required by the Inspector are progressing and the Examination in Public will hopefully commence before the end of 2016.

 

16/141. Public Question Time

  • Dog waste bin - A resident suggested that there was a need for a bin in Langford
  • Speeding Witham Road – Residents asked the Parish Council if the speed limit could be extended and reduced to 30mph. The Chairman asked residents to report speeding incidents to: driving.complaints@essex.pnn.police.uk

 

16/142. Planning Matters

a) Planning applications received:

HOUSE/MAL/16/00772 - Proposed extensions, alterations and outbuilding, 1 Mitchells Farm Cottages Langford Road Heybridge was noted.

HOUSE/MAL/16/00836 - Detached double garage and store. The Owls Crouchmans Farm Road Ulting was supported noting that the building was within falling distance of trees on the site.

b) Planning decisions received:

None

c) Appeal decision received:

FUL/MAL/14/00788 (Appeal Ref: APP/X1545/W/15/3053104) -The demolition of existing structures and construction of 45 residential units, access and landscaping, at Oval Park, Hatfield Road, Langford was dismissed.

 

16/143. Correspondence

a) Hatfield Peverel Neighbourhood Plan – It was noted that the Regulation 14 consultation commenced 15th August 2016. Councillors were asked to read the document and the Council’s response would be considered at the September meeting.

c) Bank Reconciliation – The bank reconciliation for 30th June 2016 had been checked and agreed by Cllr. Palmer.

d) Financial Regulations – It was agreed that the authorisation levels should be reduced from £5000 to £1500 and that the last bullet point of paragraph 4.1 be removed.

 

16/145. Neighbourhood Plan

Cllr. Anfilogoff reported that a meeting with Maldon District Council officers and District Councillors Channer, Bass and Durham had been held that afternoon. Options for progressing the plan were:

a) Leave out Policy 9 and proceed to referendum

b) Maldon District Council to accept going forward with current Policy 9

c) Go back to Reg 14, Policy 9 and amend with agreement of Maldon District Council. This option would require another Reg 16 consultation and examination.

Councillors agreed that option c) would be the best way forward.

 

16/146. Braintree Local Plan

Local Development Plan – The Parish Council agreed to comment on the need for a suitable connection to the A12 for the volume of houses proposed in and around Hatfield Peverel, Witham, Heybridge and Maldon and the need for additional doctor capacity.

 

16/147. Essex Development Management Policies Review 2016

It was agreed that no response was required.

 

16/148. Flooding – Old School, Ulting and Little Mill Cottages, Maldon Road

Recent Local Highways Panel minutes were noted. It was agreed that the clerk would write to the Local Highways Panel and County Councillor Bass to find out when work will commence on these schemes.

 

16/149. Parish Council Pension Scheme

It was noted that the clerk did not want to join a pension scheme. Pensions Regulator declaration to be completed.

 

6/150. 30mph Speed Limit – Langford

A letter from a resident to Cllr. R. Bass and Priti Patel MP requesting a 30mph speed limit through Langford was noted. It was agreed that the Parish Council would write in support. The Chairman encouraged residents present to talk to neighbours and get them to write too. The clerk was asked to contact Adam Pipe, Casualty Reduction Manager, Essex Police and ask him to a future Parish Council meeting.
