MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 19th APRIL 2016 AT LANGFORD & ULTING VILLAGE HALL.

16/61. Apologies for absence

Apologies received from District Cllrs. Bass and Durham.

 

16/62. Minutes of the previous meetings

a) The minutes of 15th March 2016 having been previously circulated were taken as read, agreed and signed by the Chairman as a correct record.

b) The minutes of 29th March 2016 having been previously circulated were taken as read, agreed and signed by the Chairman as a correct record.

 

16/63. Declarations of Interest

No interests declared.

 

16/64. Matters for information from previous meetings

16/13b) Grasscutting – It was noted that Langford churchyard had not been cut. Clerk to advise Maldon District Council.

15/197. Path at Ulting Lane Green – Clerk to send photographs of damaged areas.

16/46b) Emergency Plan – Clerk to provide Cllr. Ashby with Community Safety Officer’s email address.

 

16/65. District Councillors report

District Cllr. Durham had provided a report summarising the significant milestones of the last year. The clerk will circulate the report to councillors.

16/67. Planning Matters

a) Planning applications received.

None

b) Planning decisions received.

TCA/MAL/16/00165 – Removal of T1 and T2 Oak trees adjacent to public footpath and the Old Post Office was allowed to proceed.

LBC/MAL/16/00115 – Removal of existing single glazing for all windows and replacing with 12mm slimline units at 2, Church Cottages, Langford was granted listed building consent.

c) Notification of non-material amendment received:

NMA/MAL/16/00347 – Application for non-material amendment following grant of planning permission FUL/MAL/10/00981, FUL/MAL/10/00261, FUL/MAL/10/00260. Amendment to first floor layout and elevations to bedroom 3&5 and ensuite to have the bedroom windows to look inward to avoid overlooking into Plot 6. 7 John Thresh Way, Langford.

 

16/68. Correspondence

a) Flooding Crouchmans Farm Road – Clerk to provide information to Highways about flooding outside the Old School House. A parishioner had given Cllr. Palmer some evidence.

b) Anglian Water Pollution Prevention Team – Details of new campaign – “Pollution Watch” had been received. Contact Pollution Hotline on 03457 145 145 regarding potential sewage pollution issues.

c) Maldon District Local Development Plan – Notification of new inspector, Mr. Simon Berkely and clarification of the way forward had been received.

d) Maldon District Local Highways Panel – i) To note drainage schemes at Does Corner and the Old School House, Ulting are progressing. ii) To note vehicle activated signs at Does Corner are included as a potential scheme.

16/70. Neighbourhood Plan Update

Cllr. Anfilogoff reported that the examiner had provided his report to Maldon District Council. The clerk had arranged meetings with Ann Skippers and Maldon District Council planning officers to discuss his findings.

 

16/71. Langford Churchyard Fence

a) A quotation of £648 for repairing the damaged section of fence had been received from RG Developments Essex Ltd. It was agreed that this would be sent to the insurance company.

b) A quotation for repairing the Maldon Road section of fence had been received. It was agreed that two further quotations should be sought. Clerk to contact Danbury Fencing Ltd and Brian Lyon.

 

16/72. Best Kept Churchyard Competition

It was agreed that Langford churchyard would be entered. Cllr. Allen to complete entry form.

 

16/73. Transparency Code

It was noted that the clerk had uploaded the information required for 2014/15 onto the Parish Council website.

 

16/74. Clerk’s Contract of Employment

It was agreed that the draft clerk’s contract based on the NALC model contract was to be amended to include holiday pay.

 

16/75. Insurance

The clerk was authorised to seek quotations for the insurance renewal. It was note that the current 3 year contract ends 31st May 2016.

16/77. Date of next meeting

The next meeting will be an Extraordinary meeting and will be held on Tuesday 26th April 2016 at Langford & Ulting Village Hall commencing at 6.00pm.
