MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 20th OCTOBER 2015 AT LANGFORD & ULTING VILLAGE HALL.

The first part of the meeting was attended by PS Phil Morley who explained what the recent announcement by the Chief Constable would mean to the Maldon District. He also provided an update on recent crimes in the locality including daytime burglaries and hare coursing.

15/170. Minutes of the previous meeting

a) The minutes of 8th September 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

b) The minutes of 9th October 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

15/172. Matters for information from previous meetings

15/150. Ditch adjacent to Pine View – It was noted that clearance work had commenced 20th October.

15/175. Planning Matters

a) Planning applications received.

FUL/MAL/15/00948 and LBC/MAL/15/00949 – Bringing garage space within existing coach house into residential use. New coach house doors & screens and 2 No. additional windows. The Coach House, Maypole Road, Langford was recommended for refusal as insufficient information had been submitted in relation to car parking requirements as the proposed alterations remove the existing garages.

TCA/MAL/15/00974 – T1 Norway Maple – Crown lift to achieve crown being above the building in the future. Current works to involve removing limbs below the first floor office windows and to reduce any branches to achieve a 1m distance from the adjacent building. T2 and T3 – Initiate pollard at 2.5m from the ground. Langford Waterworks, Hatfield Road, Langford was supported.

b) Planning decisions received.

COUPA/MAL/15/00801 – Prior notification of a proposed change of use of agricultural building to two dwellings. Middlefield Barns, Crouchmans Farm Road, Ulting. Prior approval was granted. It was noted that the clerk had submitted a formal complaint to Maldon District Council regarding the procedure for determining permitted development under Class Q subsequent to the Extraordinary Meeting held 9th October. The clerk was asked to make a list of planning application outcomes to include: Parish Council response, officer recommendation and Council’s decision.

FUL/MAL/15/00738 – Proposed outbuilding for storage of historic motor vehicles including change of use to B8. Land adjacent Orchard Cottage, Hatfield Road, Langford was refused.

COUPA/MAL/15/00820 – Prior approval for a proposed change of use of agricultural building to dwellinghouse was refused. The Paddock, Ulting Lane, Ulting.

 

15/176. Correspondence

a) Local Development Plan Costs –Maldon District Council’s news release regarding the write-off of £84,686 examiner’s costs was noted. (Previously circulated to councillors)

b) Footpath No. 10, Ulting – It was noted that the clerk had reported the broken bridge to Highways.

c) Essex Police – A public announcement made 6th October 2015 regarding the future of the police estate and a new model of local policing in the county was noted.

d) Youth and Community Based Commissioner – Services available for new and existing groups in the 13 – 19 age range were noted.

e) Seed Gathering Season – It was noted that the Tree Council is encouraging people to gather seeds from local trees to grow on and plant. See www.treecouncil.org.uk Cllr. Ashby to speak to Mr. Newman regarding the possibility of using home grown trees to fill in the hedge opposite The Elms.

f) Essex Rural Strategy Questionnaire – Councillors were asked to complete the questionnaire at: http://surveys.essexinsight.org.uk/EssexRuralStrategy

g) Local Bus Service Network Review Consultation – It was agreed that no response was required.

 

15/177. Finance

c) Bank Mandate change – It was noted that confirmation of new signing arrangements had been received from Barclays Bank PLC.

 

15/178. Neighbourhood Plan

a) Cllr. Anfilogoff reported that a further meeting had been held with Ann Skippers to address the matters raised in the Health Check. It had been agreed that further empirical evidence may be available that would support Policy 9 or if not Ann would find out how much it would cost to commission this. Otherwise Policy 9 would be replaced my Maldon District Council’s revised version. Maldon District Council had replied to Priti Patel, MP indicating that the Neighbourhood Plan must meet the Basic Condition and that officers were working with the Parish Council as a “critical friend”.

b) Neighbourhood Plan Grant - Receipt of grant for continuing planning consultancy support of £3000 had been received from Groundwork UK reference NPG-01670.

 

15/179. Path at Ulting Lane Green

Cllr. Anfilogoff had received confirmation from Essex & Suffolk Water that their water pipes run around the outside of the green into the houses. The clerk confirmed that the National Grid map shows that the mains gas pipe runs along the edge of the green adjacent to the road. The clerk was asked to contact Transco to find out where their pipes run.

 

15/180. Maldon Standards Committee

It was agreed that the Parish Council would vote for Cllr. Anfilogoff.

 

15/181. Rural Housing Allocations, Rural Employment Allocations and District Travellers Allocations Development Plan Document

a) It was noted that the clerk had completed the questionnaire.

b) It was noted that the clerk had attended the consultation event at Goldhanger Village Hall on 23rd September.

 

15/182. Langford Churchyard Fence Insurance Claim

The clerk had submitted an insurance claim subsequent to speaking to Mr. Ringer at Ernest Doe & Sons who gave a good reference for East Anglian Fencing & Landscaping Ltd. It was noted that Came & Company Local Council Insurance had authorised repairs to the fencing based on the quote from East Anglian Fencing & Landscaping Ltd.

 

15/183. Speed limits and Highways drainage problems – Ulting

a) Essex County Council update on traffic speeds along Crouchmans Farm Road, Ulting - It was noted that the average daily speed in both locations was less than 30mph and it was agreed that the Parish Council would ask for this request to be deleted.

b) It was noted that Local Highways Panel Scheme 28 – SID/VAS: Speed of traffic on Hatfield Road Ulting is being validated.

c) It was noted that a feasibility study into drainage improvements at Does Corner is included as a new scheme on the Local Highways Panel’s approved works programme.

15/184. Hare Coursing

Cllr. Clemo had attended the monthly Police Local Community Meeting to discuss hare coursing in the Parish. If there is a wildlife crime taking progress call 999 or for a non-emergency call 101. It was advised that individuals should not get involved other than taking vehicle registration numbers.
