MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 10th NOVEMBER 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/187. Apologies for absence

None received.

 

15/188. Minutes of the previous meeting

The minutes of 20th October 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

15/189. Declarations of Interest

No interests declared.

 

15/190. Matters for information from previous meetings

15/167. Mower – Cllr. Clemo and Mr. Magness had checked the mower which is now working correctly.

15/175b) The clerk had prepared a list of planning application outcomes including Parish Council response, officer recommendation and Council’s decision which showed that in the main, decisions were in line with the Parish Council’s recommendation.

15/175b) COUPA/MAL/15/00801 – Maldon District Council is looking into this matter. The clerk was asked to send a copy of the council’s letter to Cllr. Bass.

15/180. Maldon Standards Committee – It was noted that Cllr. Nunn, Maldon Town Council had been elected.

 

15/191. District Councillors report

Cllr. Bass reported the following:

  • Council offices have been reorganised to improve accommodation and to enable the removal of the St. Cedds portakabin
  • Refuse collection – New contract commences February 2016
  • Budget – Minor increase in Council Tax expected but savings made on office reorganisation and a windfall received from the District’s wind farms
  • Local Development Plan – Secretary of State has not responded
  • Five year housing land supply – A planning inspector had confirmed that the Council now has sufficient housing land.

Cllr. Clemo queried the 71% increase in the Animal Boarding Licence fee which Cllr. Bass agreed to look into.

Cllr. Palmer asked Cllr. Bass whether it would be possible to have the green waste bins collected for free as savings would be made when the refuse collection was reduced to a fortnightly service.

15/193. Planning Matters

a) Planning applications received.

FUL/MAL/15/01042 – Single storey rear extension to both 2 and 3 Sugar Mill Cottages. Demolition of conservatory to 3 Sugar Mill Cottages and outbuilding to 2 Sugar Mill Cottages, 2 & 3 Sugar Mill Cottages, Ulting Lane, Ulting was supported.

FUL/MAL/15/01039 – Conversion of existing office unit into a 1 bedroom home and change of use from B1 to C3, Unit 4, The Bower, Langford Hall Barn, Witham Road, Langford was recommended for refusal. The conversion to residential use would result in the loss of a commercial unit, the building is within the curtilage of several listed barns and Langford Hall (Grade II) and the building is located in the centre of an industrial estate.

COUPA/MAL/15/01104 – Prior approval for a proposed change of use from agricultural barns to two one-bedroom dwellinghouse. Land adjacent to The Paddock, Ulting Lane, Ulting. It was noted that the curtilage was greater than that allowed by the GPDO, access issues when the two dwellings were sold as separate entities and the buildings were not suitable for conversion into dwellinghouses.

b) Planning decisions received.

WTPO/MAL/15/00788 – TPO 3/86 T4 Horse Chestnut – Pollard to 6m high, Langford Waterworks, Hatfield Road, Langford was approved.

TCA/MAL/15/00792 – Works to trees at Musuem of Power, Hatfield Road, Langford was allowed to proceed.

c) Planning application withdrawn

FUL/MAL/15/00751 – Amend condition 11 (solely be used by the occupants of the dwelling) on approved planning permission FUL/MAL/13/00153 (Extension stables and ménage), Ravens, Maypole Road, Langford was withdrawn.

 

15/194. Correspondence

a) Heybridge Parish Council Christmas Drinks Reception, 4th December 2015 at 7.30pm – Clerk to send apologies as no councillors were able to attend.

b) Mid Essex CCG Consultation on proposed changes to healthcare – It was noted that Cllr. Clemo would attend the Drop in event on 30th November from 6 – 7pm at Maldon Town Council.

c) Maldon District Council had announced a new waste collection contract commencing February 2016.

d) Emergency Planning Preparedness Course – It was noted that Cllr. Ashby would attend the training session on 17th November, 6 – 8pm at Maldon District Council Offices.

 

15/195. Finance

a) Receipt of £1000 from CML – Contribution to newsletter was noted.

 

15/196. Neighbourhood Plan

a) Cllr. Anfilogoff reported that a further meeting with Maldon District Council had been arranged next Wednesday.

b) The clerk had submitted a Change Request Form to defer the £125 printing costs. This now has to be spent by 4th January 2016.

 

15/197. Cars on Ulting Lane Green

a) The clerk had contacted National Grid. It was noted that gas pipes normally run in as straight a line from the house to the main as possible and if buried, there should not be a problem with cars driving over them. It was agreed that residents would be invited to the Langford Parish meeting to discuss this issue and in the meantime, vehicles driving over the green would be monitored.

b) Oval Park S106 agreement – Cllr. Anfilogoff reported that subsequent to the North Heybridge Garden Suburb S106 meeting, it had been suggested that a means of access to the rear of the properties could be included in the S106 requirements for the Oval Park development. It was noted that the Appeal hearing was to be held at Maldon District Council Offices on 1st December 2016, commencing at 10am.

c) Cllr. Anfilogoff to chase ownership of the path.

 

15/198. Langford Churchyard Fence Insurance Claim

The clerk had spoken to Mr. Harrington who had ordered the materials and hoped to complete the work by the weekend.
