MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 10th MARCH 2015 AT LANGFORD & ULTING VILLAGE HALL.
Present: Councillors: Andrew Tween, Irene Allen, Vicky Anfilogoff, Kathy Palmer and Richard Perry.

15/43. Minutes of previous meetings
a) The minutes of 10th February 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.
b) The minutes of 27th February 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.
15/44. Declarations of Interest
No interests declared.
15/45. Matters for information from previous meetings
15/12. Ditch adjacent to Pine View – Cllr. Anfilogoff was still chasing Mr. Alborough.
15/24a) COUPA/MAL/15/00062 – Change of use of existing barn from carpentry to storage building. Building at Fairwinds, Crouchmans Farm Road, Ulting had been supported.
15/31. Hatfield Peverel Neighbourhood Plan – Events include: 18th March -Exhibition/Drop in at the Village Hall between 3-8pm 25th March - Public Meeting at the Church Hall from 7.30pm.
15/38. FUL/MAL/14/00788 – It was noted that planning permission had been refused.
15/46. District Councillor’s report
Cllrs. Durham and Bass reported on the following:
- Leisure Centre refurbishment on schedule and should re-open end of March
- Tourism Summit had been well attended
- Monday Maldon Street Market trial had commenced March 10th
- Local Development Plan – Inspector’s report on housing expected 8th May
- Cllr. Bass had attended the Essex Rivers’ Hub meeting
- Full Council meeting on 12th March to decide on 3 major planning applications in Tillingham, Great Totham and Heybridge

15/48. Planning Matters
a) Planning applications received.
FUL/MAL/14/01060 – Proposed conversion of redundant building to form a single dwelling with ancillary building required for forestry purposes at Maypole Wood (Revised plans). After discussing the revised plans which reduced the size of the dwelling and removed the ancillary building, the Parish Council agreed that the previous decision to support the application would stand. Letters of objection from a neighbour and a neighbour’s agent were noted.
b) Planning decisions received.

15/49. Correspondence
a) The temporary closure of Ulting Rd, Hatfield Peverel, 20th April 2015 for 3 days was noted.
b) Superfast Essex Parish Engagement Event – 18th March, (10am to 12 noon) at the Essex Record Office, in Chelmsford. It was agreed that Cllr. Anfilogoff would attend.
15/50. Finance
a) The following payments were authorised:

c) Grasscutting at Langford and Ulting churchyards 2015/16. A quotation from Maldon District Council at a cost of £32.83 for each churchyard had been received. It was agreed that this would be accepted. The clerk to write and ask that more care was taken to avoid headstones being chipped and sprayed with cuttings.
15/51. Best Kept Churchyard Competition 2015
It was agreed that Langford closed churchyard would be entered. Cllr. Allen to complete entry form.
15/52. Getting around in Essex
Essex County Council Bus and Passenger Transport Strategy summary - Cllr. Allen to complete questionnaire.
15/53. Planning for new jobs on The Causeway, Maldon & Heybridge
Drop in consultationevent on Monday 16th March 2015 (8am-2pm) at the Combined Military Museum was noted.
15/54. Footpath 12, Ulting Diversion Order (Highways Act 1980, Section 119)
Councillors considered the proposed diversion from a route across the property of Church Cottages to an alternative route to the west along an established track where the public already walk. There were no objections.
15/55. Emergency Plan
a) Cllr. Perry had compiled a list of people with equipment who were willing to help in an emergency. This was circulated to councillors. It was noted that there was a need for Ulting volunteers, small boats and first aiders. No Parish Emergency Plan had been written as yet. It was agreed that this would be deferred until after the Parish Council elections.
b) It was agreed that the clerk would respond to Gerry Richardson’s email request for information on the status of the Parish Emergency Plan.
c) It was agreed that a representative from the Parish Council would attend a proposed workshop assisting with putting together an Emergency Plan.
15/56. Neighbourhood Plan Grant
Ann Skippers had provided a note of the hours required to support the Steering Group to enable completion of the Neighbourhood Plan to Regulation 16 stage and Examination. It was agreed that the clerk would apply for £2500 + VAT to cover consultancy hours. She had suggested that a health check should be carried out. NPIERS provides a service at £375 + VAT per day. It was agreed that the clerk would apply for a grant to cover two days for the health check.
15/57. Parish Council Elections
a) It was noted that nomination forms should be with Maldon District Council by 9th April at 4pm.
b) It was noted that Parish and District Council elections and a General Election are to be held 7th May 2015.
