MINUTES OF AN EXTRAORDINARY MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON FRIDAY 27th FEBRUARY 2015 AT LANGFORD CHURCH

15/36. Apologies for absence

Apologies received from District Councillor Mark Durham.

 

15/37. Declarations of Interest

No interests declared.

 

15/38. Planning Matters

Planning Application: FUL/MAL/14/00788 - The demolition of existing structures and construction of 45 residential units, access and landscaping. Oval Park, Langford.

a) It was noted that this planning application is included on the agenda for the NW Planning Committee meeting on 2nd March.

b) It was agreed that Cllr. Anfilogoff would speak on behalf of the Parish Council. Content to include gated community separate from village, Neighbourhood Plan status, residents all want small, dispersed pattern of development, unsustainable location, 2.5m acoustic fence along B1019. Cllr. Anfilogoff also read out an article from Planning magazine about Haddenham’s Neighbourhood Plan. Cllr. Bass left the meeting at this point.

 

15/39. Neighbourhood Plan

a) The draft Neighbourhood Plan (previously circulated by email), was discussed, particularly Policy 9, New Housing in the Parish for Local People and Policy 12, Development within the Settlement Boundary for Langford. The draft Neighbourhood Plan was unanimously approved. Cllr. Tween thanked Cllr. Anfilogoff and the clerk for all the effort they had put in to get the plan to this stage.

b) Cllr. Anfilogoff gave on update on the stages that the Neighbourhood Plan will now progress through. The draft plan will go out for consultation for six weeks, the responses will be analysed and amendments may be considered. The plan is then submitted to Maldon District Council with accompanying documents. This triggers another six week consultation period and another opportunity for comments. Finally, the plan is examined and the examiner will recommend that the plan can be made by Maldon District Council, that amendments are made or that the plan cannot proceed.

 

15/40. Street Naming (Public Health Act, 1925, Section 17)

It was noted that the Parish Council’s suggestion for the road to the Museum of Power and the Waterworks, John Thresh Way was currently out for consultation.

 

15/41. Date of next meeting

The next meeting will be held on Tuesday 10th March 2015 at Langford & Ulting Village Hall.
