MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON FRIDAY 9th OCTOBER 2015 AT ST GILES’ CHURCH, LANGFORD.

15/162.Apologies for absence

15/163. Declarations of Interest
No interests declared.
15/164. Planning
a) APP/X1545W/15/3053104 - Notice of Appeal under Section 78, Town and Country Planning Act 1990 received. The demolition of existing structures and construction of 45 residential units, access and landscaping. Oval Park, Hatfield Road, Langford. Cllr. Durham outlined the stance that will be taken by Maldon District Council at the appeal hearing. Councillors agreed that the clerk would write to reinforce the previous objections including an update on the Neighbourhood Plan’s position, new housing currently being built in the village, reduction in bus service and limited secondary school places. It was noted that Hatfield Peverel Parish Council was submitting another letter to the Planning Inspectorate. It was agreed that a reminder encouraging Langford residents to write would be circulated.
b) Delegated officer decisions on planning applications – Cllr. Bass clarified the methodology used in determining the new legislation on converting redundant agricultural buildings to residential dwellings. It was noted that Maldon District Council is currently undertaking an investigation into the decision made on COUPA/MAL/15/00801 which had been granted subsequent to residents receiving a letter stating that the application had been refused. It was agreed that the Parish Council would make a formal complaint to Maldon District Council. In the case of FUL/MAL/15/00751, the resident had decided to withdraw the application because the officer’s report misrepresented the content of the application.
15/165. Public Question Time
Included in Item 15/164 above.
15/166. Langford Churchyard Fence
It was agreed that a claim would be made for damage caused by a car which had collided with the fence and gate. The clerk had obtained three quotations: Danbury Fencing Ltd., Maeldune Joinery and East Anglian Fencing & Landscaping Ltd. The Parish Council would have to pay the £250 excess which may be recoverable from the driver or his insurers. It was agreed that the East Anglian Fencing and Maeldune Joinery (subsequent to removal of repair to step which is not insured), quotations would be submitted with the claim.
15/167. Mower
Any necessary repairs to the mower following rat damage, including purchase of a battery at a cost of £54.50 if required, were authorised.
15/168. Date of next meeting
The next meeting will be held on Tuesday 20th October 2015 at 7.30pm at Langford & Ulting Village Hall.
