MINUTES OF AN EXTRAORDINARY MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON MONDAY 30th NOVEMBER 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/204. Public Question Time

Not required.

 

15/205. Planning

a) APP/X1545W/15/3053104 - The demolition of existing structures and construction of 45 residential units, access and landscaping at Oval Park, Hatfield Road, Langford - Notice of Appeal under Section 78, Town and Country Planning Act 1990 had been received. The hearing is to be held on 1st December at Maldon District Council Offices commencing at 10am. The Parish Council statement was discussed, and it was agreed that the following should be included: Neighbourhood Plan Regulation 15 submission if agreed (see below), 5 year land supply confirmed by decisions at recent appeals, size of current settlement, separation from villages of Langford and Ulting – gated community, intrusion into rural countryside and Conservation Area, acoustic fence barrier to further isolate new housing, CML building impact on views from Ulting Lane and Hatfield Road.

The Chairman proposed and it was agreed that Standing Order 36 would be suspended for the next item on the agenda:

b) FUL/MAL/15/00948 and LBC/MAL/15/00949 – Bringing garage space within existing coach house into residential use. The solicitor’s letter and additional information provided by the applicant were considered. It was agreed that the Parish Council’s response remained valid and no action would be taken.

 

15/206. Langford & Ulting Neighbourhood Plan

a) Regulation 15 Submission Version of the Plan, Consultation Statement and Basic Conditions Statement (all documents previously circulated to councillors by email) – It was agreed, subject to some minor alterations and the addition of the final Screening Opinion (waiting for Maldon District Council), that the Neighbourhood Plan would be submitted to Maldon District Council.

b) Regulation 16 consultation - Cllr. Anfilogoff outlined the stages that the Neighbourhood Plan will progress through once it has been submitted to Maldon District Council:

  • Regulation 16 – Maldon District Council commences a 6 week consultation for all those who live, work or carry on business in the parish and notify any consultation body which is referred to in the consultation statement that the plan proposal has been received. In our case it will be 8 weeks as the period encompasses Christmas and the New Year.
  • Examination – An independent examiner,      approved by the Parish Council, is appointed by Maldon District Council. A report is produced with suggestions for      any modifications required so that the Plan complies with the NPPF and      conforms to Maldon District Council policies.
  • Referendum – All those who live in the Parish      vote.
  • Neighbourhood Plan made by Maldon District      Council – hopefully May 2016.

The next meeting will be held on Tuesday 15th December 2015 at 7.30pm at Langford & Ulting Village Hall.
