MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 8th SEPTEMBER 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/145. Apologies for absence

15/146. Minutes of the previous meeting
The minutes of 11th August 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.
15/147. Declarations of Interest
No interests declared.
15/148. Matters for information from previous meetings
15/135a)FUL/MAL/15/00738 – Proposed outbuilding for storage of historic motor vehicles including change of use to class B8, land adjacent to Orchard Cottage, Hatfield Road, Langford to be discussed at NW Area Planning Committee meeting on 14th September. Officers have recommended approval with conditions. It was agreed that a councillor did not need to attend the committee meeting.
15/136a) Where does your Water Go project – It was noted that the parish has been added to the expression of interest list for 2015-16 and will be contacted June/July 2016.
15/136b) Hatfield Peverel Neighbourhood Plan Exhibition – This event was cancelled and is to be rescheduled.
15/149. District Councillor’s report
No report received.
15/150. Public Question Time
- Ditch adjacent to Pine View – It was noted that Essex & Suffolk Water Co. had confirmed that clearance work had been scheduled for later this month
15/151. Planning Matters
a) Planning applications received.
FUL/MAL/15/00751 – Amend condition 11 (solely be used by the occupants of the dwelling) on approved planning permission FUL/MAL/13/00153 (Extension stables and ménage), Ravens, Maypole Road, Langford was supported.
COUPA/MAL/15/00801 – Prior notification of a proposed change of use of agricultural building to two dwellings, Middlefield Barns, Crouchmans Farm Road, Ulting was not supported. The building is located in the Chelmer and Blackwater Ridges Special Landscape Area and Wick/Fairwinds Woods, a local wildlife site. The location of the building would not provide a good standard of amenity for existing and future occupiers of the land and buildings contrary to paragraph 17 of the National Planning Policy Framework and the information provided about the works proposed does not confirm whether the structural works required are more than those permitted to facilitate the conversion. In addition, the building is not considered to be part of an established trading agricultural unit/business
TCA/MAL/15/00792 – Works to trees. Musuem of Power, Hatfield Road, Langford was noted.
COUPA/MAL/15/00820 – Prior approval for a proposed change of use of agricultural building to dwellinghouse, The Paddock, Ulting Lane, Ulting was supported as it as an opportunity for young people who live in the village to set up an independent home, (see Pre-submission Langford & Ulting Neighbourhood Plan, Policy 9), but as the buildings are not part of an established trading agricultural unit/business the Parish Council agreed that this was not the correct way to gain permission to convert the buildings to a dwelling house.
WTPO/MAL/15/00824 – TPO 3/86 T4 Horse Chestnut – Pollard to 6m high. Langford Waterworks, Ulting Lane, Langford was noted.
b) Planning decisions received.

c) Amendment to Standing Order 74 2) - procedure for dealing with planning applications between meetings. It was agreed that the Standing Order would be amended to read:-
“For applications that fall outside of the schedule of meetings, the clerk, in consultation with the two relevant planning representatives and the Chairman, will return the Council’s comments to the Planning Authority using power delegated by the Council to do so. All material planning comments will be recorded in the next Council minutes.”
15/152. Correspondence
a) Maldon District Conservation & Design Awards 2015 – No nominations to be submitted.
b) EALC AGM – Clerk to send apologies.
c) Essex Air Ambulance - It was agreed that no grant would be given as the Parish Council does not have a budget for this in the precept
d) Family Learning Opportunities – It was agreed that the clerk would contact Essex County Council to arrange a meeting to discuss ways of working together with families and young people.
e) Trees - Safety works to trees at Oval Park and trees in Ulting Lane were noted.

15/153. Finance
a) The following payments were authorised:-

b) The following cheque raised at the previous meeting was ratified:-

c) Completion of Audit 2014/15 – Notification that the external audit had been completed satisfactorily had been received. Advertisements and copies of accounts on notice boards as required. Clerk to complete satisfaction survey.
d) The following cheques were raised and will be ratified at the next meeting:

15/154. Neighbourhood Plan
a) Cllr. Anfilogoff reported that the Health Check recommendations had been received from John Slater. These were mainly positive but he raised concerns about Policies 9, 10 (no longer required as covered by Building Regulations) and 12. These will be discussed with Ann Skippers in October. It was also agreed that representations would be made to Priti Patel MP at her Witham surgery.
b) Neighbourhood Plan Grant: It was agreed that the clerk would apply for a further six days of grant funding for planning consultancy subsequent to the Health Check carried out by John Slater (NPIERS) and liaison with Maldon District Council.
15/155. Path at Ulting Lane Green
Cllr. Anfilogoff reported that no response had been received from Essex & Suffolk Water regarding either the ownership of the path or whether any pipes under the green would be damaged by vehicles driving over them. It was agreed that Cllr. Allen would speak to Mr. Parmenter as he may know if this is a problem. It was also agreed that the clerk would send out letters to residents asking them to refrain from driving on the grass.
15/156. Maldon Standards Committee
Cllr. Anfilogoff expressed an interest in standing for the committee. Clerk to put her name forward.
15/157. Rural Housing Allocations, Rural Employment Allocations and District Travellers Allocations Development Plan Document
a) It was agreed that the clerk would complete the questionnaire.
b) Walk-in consultation events (see below) were noted:
North-Western area: 23rd September, 4-8pm at Goldhanger Village Hall
Central area: 29th September, 4-8pm at Maldon Town Hall
South-Eastern area: 5th October, 4-8pm at Southminster Community Hall
15/158. Parish Council Insurance
It was noted that the Council’s insurance only covers volunteers aged 16 – 90 years old.
