DRAFT MINUTES OF THE ANNUAL MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 12th MAY 2015 AT CROUCHMANS BARN, ULTING.
Present: Councillors: Andrew Tween, Vicky Anfilogoff, Irene Allen, Colin Ashby, Kathy Palmer and John Clemo

Also present: 4 members of the public.
Declarations of Acceptance of Office were signed and countersigned by the clerk before the meeting commenced.
15/74. Election of Chairman
Cllr. Allen proposed and Cllr. Palmer seconded Cllr. Anfilogoff as Chairman. As there were no other nominations Cllr. Anfilogoff was elected Chairman for the forthcoming year and signed a Declaration of Acceptance of Office.
15/75. Election of Vice Chairman
Cllr. Palmer proposed and Cllr. Ashby seconded Cllr. Allen as Vice Chairman. As there were no other nominations Cllr. Allen was elected Vice Chairman for the forthcoming year..
15/76. Appointments to committees
The following appointments were made:
Langford Planning representatives: Cllrs. Allen and Ashby
Ulting Planning representatives: Cllrs. Palmer and Clemo
Emergency Planning Officer: Cllr. Ashby

15/77. Apologies for absence
None received.
15/78. Minutes of the previous meeting
The minutes of 14th April 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.
15/79. Declarations of Interest
Cllr. Allen declared an interest in Item 15/90 and Cllr. Clemo a possible interest in Item15/83b)..
15/80. Matters for information from previous meetings
15/12. Ditch adjacent to Pine View – Cllr. Anfilogoff had received confirmation that Essex & Suffolk Water Co. Ltd owned the ditch. An ecological survey would be required before clearance work could be carried out.
15/81. District Councillor’s report
No report received.
15/82. Public Question Time (limited to 15 minutes if required).
a) Mr. Chaplin proposed a vote of thanks to those returning and those joining the Parish Council.
b) Cllr. Anfilogoff thanked Cllr. Andrew Tween and presented him with a bottle of wine as a token of his years of service as a Parish Councillor over the last 8years.
15/83. Planning Matters
a) Planning applications received.
None
b) For information only:
LDP/MAL/15/00119 – Maldon District Council had notified receipt of: Change of use of agricultural building to a dwelling as permitted development under Class MB of the General Permitted Development Order. Drylands Nursery, Crouchmans Farm Road, Ulting.
c) Planning decisions received.
FUL/MAL/14/01060 – Proposed conversion of redundant building to form a single dwelling with ancillary building required for forestry purposes, Maypole Wood, Langford was approved.
NMA/MAL/15/00320 – Application for non-material amendment to vary conditions 2, 3, 4, & 5 on approved planning permissions: FUL/MAL/10/00981 (Erection of six houses with attendant garages), FUL/MAL/10/00261 (Four detached houses with private garages and access), and FUL/MAL/10/00260 (One detached house with private garden and access). Land Adjacent to Langford Waterworks, Hatfield Road, Langford was part approved, part refused.
15/84. Correspondence
a) Essex County Council School Transport Cuts – email received from Rayne Parish Council regarding new Education Transport Policy. Information to be included in the next newsletter.
b) Hatfield Peverel Neighbourhood Development Plan – notification of Village Quiz to be held on 12th June had been received.
c) Notification that The Town and Country Planning (General Permitted Development) (England) Order 2015 replaces the previous Town and Country Planning (General Permitted Development) (England) Order 1995 (as amended) was received from Maldon District Council. Clerk to circulate to councillors.
15/85. Finance
a) The following payments were authorised:
Broker Network Ltd. £317.21 Insurance
EALC £92.42 Annual subscription
Maldon District Council £78.00 Churchyard grass cutting
b) It was agreed that the accounts for year ending 31st March 2015 should be approved and these were signed by Cllr Anfilogoff and the clerk. The Internal audit is to be carried out 21st May 2015.
c) The Annual Governance Statement was completed by the Chairman and then signed by the Chairman and Clerk
15/86. Neighbourhood Plan
a) Cllr. Anfilogoff reported that 35 responses to the Regulation 14 consultation had been received. A meeting with Maldon District Council is scheduled for 20th May.
b) The appointment of Ann Skippers, Charisma Spatial Planning Ltd as planning consultant for the Neighbourhood Plan at a cost of £500 + VAT/day + travel expenses at 45p/mile for a further 5 days was confirmed.
c) It was agreed that Financial Regulation 11.1(c) would be waivered in the above appointment due to Ann Skippers’ local knowledge, expertise in Neighbourhood Plans (independent examiner) and the advice and assistance she has already provided to help get the Neighbourhood Plan to the Regulation 14 consultation stage.
d) It was confirmed that the offer of a grant of up to a maximum of £3375 had been accepted by the clerk. (See Minute 15/69)
15/87. Newsletter
The following articles would be included in the next newsletter: Chairman’s Annual Report, Accounts Summary, Ancient Burial Site, Education Transport Policy.
15/88. Emergency Planning Workshops
Cllr. Ashby confirmed that he would attend a workshop on 17th or 24th June, 6pm – 8pm at Maldon District Council Offices.
15/89. Streetlights
Quotations received were as follows:
Eon £319 +VAT @5%
Green Energy £665 +VAT @5%
Npower £402 +VAT @5%
Opus Energy £311 +VAT @5%
It was agreed that the Parish Council contract would remain with Eon.
15/90. Path at Ulting Lane Green
a) It was agreed that Cllr. Palmer would find out how Terling Parish Council had stopped vehicles driving over greens in Terling.
b) Cllr. Allen to check her house deeds as the boundary line on the Parish Council’s Land Registry document was not clear.
15/91. Ulting Annual Parish Meeting
a) Flooding Ulting Lane – Clerk to contact Mr. Carter and Mr. Parker to see if any progress had been made with regard to clearing watercourse adjacent to the road.
