MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 14th JULY 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/111. Apologies for absence
Apologies accepted from Cllr. Ashby who was on holiday.
15/112. Minutes of the previous meeting
The minutes of 9th June 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.
15/113. Declarations of Interest
No interests declared.
15/114. Matters for information from previous meetings
15/99. Postal votes – The clerk had confirmed that the resident was willing to speak to Maldon District Council officers subsequent to receiving an email from Cllr. Bass.
15/102b) Bank mandate – The clerk had completed the documents required and is awaiting confirmation from Barclays Bank.
15/115. District Councillor’s report
It was agreed that this item would be deferred until Cllr. Bass’ arrival.
15/116. Public Question Time (limited to 15 minutes if required).
- Ditch adjacent to Pine View – It was noted that Northumbrian Water PLC has accepted responsibility for the ditch and that clearance work cannot commence before September
- New houses adjacent to Pine View – It was noted that the planning consent would provide conditions relating to landscaping particularly the boundary treatment along the B1019
- Fire hydrant provision for land adjacent to Pine View – It was noted that this is not a matter for the Parish Council
- Felled trees on Water Co. land – It was noted that the clerk had notified Maldon District Council’s tree officer
15/117. Planning Matters
a) Planning applications received too late to include on previous agenda or between meetings.
HOUSE/MAL/15/00487 and LBC/MAL/15/00488 – Replacement windows, removal of fireplace & chimney & refurbishment of roof & external walls of barn. Home Farm, Maypole Road, Langford. Clerk had responded in support of the application using delegated powers provided by Standing Order 74(2).
COUPA/MAL/15/00618 - Prior approval of proposed change of use of agricultural building to form two dwellings (use class C3) under class Q(a). Stockhall Farm Outbuildings, Hatfield Road, Ulting.
Clerk had responded using delegated powers provided by Standing Order 74(2). The Parish Council had recommended refusal because the building would require major structural alteration contrary to Class Q(b), is adjacent to a listed building and its associated farm buildings, and would be an alien structure in the rural scene. It was noted that Cllr. Clemo had delivered a note to the residents of The Elms, Birch Cottage and Beavis Hall so that they were aware of the planning application.
b) Planning decisions received.
FUL/MAL/15/00222 – Planning permission to vary conditions 2, 3, 4, & 5 on approved planning permissions: FUL/MAL/10/00981 (Erection of six houses with attendant garages), FUL/MAL/10/00261 (Four detached houses with private garages and access), and FUL/MAL/10/00260 (One detached house with private garden and access, Land Adjacent to Langford Waterworks, Hatfield Road, Langford was approved.
COUPA/MAL/15/00504 – Prior approval of proposed change of use of a building from office use into a dwelling house (Use Class C3), Unit 2, The Bower, Langford Hall Barn, Witham Road, Langford was refused.
15/118. Correspondence
a) Braintree Local Plan Update June 2015 received. It was agreed that the clerk would write to Braintree District Council with the Parish Council’s suggestion of a new park and ride scheme from the North Heybridge garden suburb relief road to Witham Railway station which would alleviate traffic through Langford, Ulting and Hatfield Peverel.
b) Hatfield Peverel Neighbourhood Plan - Vision and Objectives had been circulated by email to councillors for comment. It was noted that Cllr. Clemo had spoken to the Neighbourhood Plan Steering Group about the idea of a park and ride scheme adjacent to the North Heybridge garden suburb at Party in the Park.
15/119. Finance
a) The following payments were authorised:
Mr. A. Marks £38.30 Mower petrol
RCCE £48.00 Annual subscription
b) Streetlights:
(i) It was noted that annual maintenance costs (2 new lamps), £46.80, had been paid by direct debit
(ii) It was noted that the streetlight near the railway bridge had been removed and the lamp is now held with A&J Lighting’s stock for future use by the Parish Council.
(iii) It was noted that a new streetlight inventory had been submitted.
15/120. Neighbourhood Plan
Cllr. Anfilogoff reported that the Screening Opinion had been received from Maldon District Council this afternoon but she had had insufficient time to read the 22 page document before the meeting.
15/121. Path at Ulting Lane Green
No response received from Northumbrian Water PLC. It was agreed that this item would be carried forward to the next meeting.
15/122. Risk Assessment
The amended Risk Assessment was approved and signed by the Chairman and Clerk.
At this point in the meeting District Cllr. Bass arrived and apologised for his late arrival. It was agreed that the District Councillor’s report would be received:
15/115. District Councillor’s report
- Maldon District Local Development Plan – The Council has had several visits from a Government Officer and is awaiting a decision
- Blackwater Leisure Centre – Works completed
- Maldon Market – This has been abandoned
- Planning applications – District Cllrs. are planning to change the Parish Council consultation time limit from 21 days to 28 days
- Cllr. Bass asked whether the Parish Council would be able to change their meetings to the 3rd Tuesday of the month. Cllr. Anfilogoff to check Village Hall availability.
15/123. Parish Council Mower
The Parish Council’s old tractor mower is in very poor condition and no longer required for use in the closed churchyards. It was agreed that the mower should be given to Alan Robinson who had mowed Ulting churchyard, at no cost to the Parish Council, for many years.
15/124. Affordable Housing
A letter received from Hills Building Group who would be interested in exploring a mixed use, self-financing scheme in the Parish was discussed. It was also noted that the Neighbourhood Plan Steering Group had already been approached by Northumbrian Water PLC who would be interested in providing a small affordable housing scheme financed by two small market houses. It was agreed that the Parish Council would contact Hills Building Group for further discussions if it decided to proceed with an affordable housing scheme in the future. Clerk to write.
15/125. Flooding Ulting Lane
A response received from Carter & Ward of Wickford Ltd. was noted. Work to alleviate flooding had been carried out too late for last winter. It was agreed that the situation should be monitored next winter.
15/126. Essex County Council Replacement Waste Local Plan – Revised Preferred Approach

15/127. Items from the councillors (Councillors to inform clerk by 2nd August 2015)
- It was noted that Cllr. Clemo had attended the Parish Councillor Training evening at Heybridge Parish Council Offices. Clerk to write and thank Heybridge for their invitation.
