MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 11th AUGUST 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/129. Apologies for absence

Apologies accepted from Cllr. Palmer.

 

15/130. Minutes of the previous meeting

The minutes of 14th July 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

15/131. Declarations of Interest

No interests declared.

 

15/132. Matters for information from previous meetings

15/116. New houses adjacent to Pine View - It was noted that the conditions include a 5 year Landscape Management Plan but there are no conditions on working hours.

15/116. Felled trees on Water Co. land – The Tree Officer confirmed that the two trees were an emergency and that Essex & Suffolk Water were not aware that this was a conservation area.

15/118a) Braintree Local Plan Update June 2015 – Park and ride scheme suggestion noted by Braintree District Council who will be meeting with Maldon District Council to discuss cross boundary issues including concerns about increased traffic through Langford, Ulting and Hatfield Peverel.

15/119b) It was noted that the electricity usage for the streetlight that had been removed had been credited.

15/123. Parish Council Mower – Alan Robinson had expressed his thanks.

15/135. Planning Matters

a) Planning applications received.

FUL/MAL/15/00738 – Proposed outbuilding for storage of historic motor vehicles including change of use to class B8. Land adjacent Orchard Cottage, Hatfield Road, Langford was supported but concerns over flooding on the B1019 and uses other than storage of historic motor vehicles were noted.

b) Planning decisions received.

HOUSE/MAL/15/00306 – Proposed extensions and alterations at The Owls, Crouchmans Farm Road, Ulting was approved.

HOUSE/MAL/00487 and LBC/MAL/15/00488 – Replacement windows, removal of fireplace & chimney & refurbishment of roof & external walls of barn at Home Farm, Maypole Road Langford was approved.

FUL/MAL/15/00063 – Retrospective planning application for retention of new offices to be used ancillary to the tree maintenance company within the site at Stable, Fairwinds, Crouchmans Farm Road, Ulting was approved. Office use restricted to 8am to 5.30pm, Monday to Saturday.

FUL/MAL/15/00437 – Change of use of existing barn from carpentry to storage barn at Fairwinds, Crouchmans Farm Road, Ulting was approved but to ensure the appropriate use of the site, no machinery to be operated and no process to be undertaken outside of the building.

HOUSE/MAL/15/00518 – Single storey rear extension. Conversion of existing utility to ground floor bedroom including replacing 2no. small windows with a larger window to match no. 14 at 15, Ulting Lane, Langford was approved.

COUPA/MAL/15/00618 - Prior approval of proposed change of use of agricultural building to form two dwellings (use class C3) under class Q(a) at Stockhall Farm Outbuildings, Hatfield Road, Ulting was refused.

 

15/136. Correspondence

a) Where does your Water Go project – It was agreed that the Parish Council would be interested in applying for this project.

b) Hatfield Peverel Neighbourhood Plan Exhibition – Invitation to attend an event to view proposals put forward by developers and landowners on 18th August at Hatfield Peverel Village Hall, 4-8pm was noted.

c) Trees at Oval Park – Notification of work to clear overhead power lines at Oval Park had been received.

d) Riparian ownership of ditches – Essex County Council Ordinary Watercourse booklet link emailed to councillors.

e) Parish Council insurance – Notification that Came & Company Local Council Insurance Brokers has joined the Stackhouse Poland Group had been received.

f) Maldon District Council five year housing land supply – Press release announcing that the Council is now able to identify 6.95 years’ worth of deliverable housing land had been received.

 

15/137. Finance

a) The following payment was authorised:

15/138. Neighbourhood Plan

a) Cllr. Anfilogoff and the clerk had had a meeting with John Somers at Maldon District Council to discuss their concerns about Policy 9 and its intentions. The Neighbourhood Plan and Maldon District Council proposal for Policy 9 were currently being health checked by John Slater (NPIERS).

b) Councillors discussed both versions of Policy 9 (circulated previously by email), and agreed that once the health check report was received another meeting with John Somers would be required.

 

15/139. Path at Ulting Lane Green

Cllr. Anfilogoff reported that the Estates Technician for Northumbrian Water Ltd. had contacted Essex County Council to confirm definitive ownership of the path. It was also agreed that she would chase him to confirm whether the water pipes under the green could be driven over.

 

15/140. Affordable Housing

An email response from Hills Building Group was noted.

 

15/141. Village Hall trees

It was noted that the trees on the west side of the entrance had been trimmed back by Cllr. Clemo.

 

15/142. Parish Council shed

It was agreed that the dilapidated shed would be disposed of as the Parish Council had no use for it anymore.
