MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 15th DECEMBER 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/208. Apologies for absence

15/209. Minutes of the previous meetings

a) The minutes of 10th November 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

b) The minutes of 30th November 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

15/210. Declarations of Interest

15/211. Matters for information from previous meetings

15/194b) Mid Essex CCG Consultation on proposed changes to healthcare – It was noted that Cllr. Clemo had attended.

15/194d) Emergency Planning Preparedness Course – It was noted that the course had been cancelled due to low uptake.

15/198. Langford Churchyard Fence Insurance Claim - The clerk had spoken to Mr. Harrington. He had chased Oakwood Fencing Services who are making the posts.

15/205a) APP/X1545W/15/3053104 – It was noted that Cllr. Anfilogoff and the clerk had attended the hearing on 1st December 2015.

15/206. Langford & Ulting Neighbourhood Plan – It was noted that some changes had been made to the Basic Conditions Statement subsequent to advice received from Maldon District Council. The clerk had submitted the plan and supporting documents to Maldon District Council on 1st December 2015. The Regulation 16 consultation will commence on 10th December and finish on 4th February 2016.

 

15/212. District Councillors report

15/213. Public Question Time

  • On      behalf of a parishioner, Cllr. Clemo suggested that an article asking      residents to make sure their properties were properly named should be      included in the next newsletter.
  • On      behalf of a parishioner, Cllr. Ashby queried why the land behind the Waterworks      bungalows had been cleared. Cllr.      Anfilogoff had contacted Essex & Suffolk Water and it was noted that      the work had been carried out subsequent to an environmental survey. 

 

15/214. Planning Matters

a) Planning applications received.

HOUSE/MAL/15/01215 – Extend & remodel existing bungalow, with a rear extension and en-suite to front and first floor over part of ground floor area. All windows to be replaced. The Spinney, Langford Road, Langford. It was agreed that this application would be supported.

b) Planning decisions received.

None

c) SCR/MAL/15/01217 – Request for a Screening Opinion to determine the requirement for an Environmental Impact Assessment for the development of up to 45 dwellings together with associated garaging, parking, public open space, landscaping, access, highways, drainage and infrastructure works. Land West of Maypole Road, Heybridge. It was noted that a Screening Opinion was required.

 

15/215. Correspondence

a) The Pensions Regulator – It was noted that the Parish Council does not have to provide a pension for the clerk but still has to complete its automatic enrolment duties.

b) Bradwell B Site – Notification of a new nuclear power station at Bradwell had been received.

c) Parish Safety Volunteers – An initiative by Essex Police and Essex County Fire and Rescue Service working together to make local communities safer, more resilient and better protected from fire and crime was noted. It was agreed that the clerk would put the advertisement for two volunteers who would conduct safety visits, install smoke detectors and promote awareness of the scheme in their Parish, on the noticeboards.

d) Trees, Langford – Removal of trees adjacent to intakes on the rivers Chelmer and Blackwater by Essex & Suffolk Water was noted.

e) Local Highways Panel minutes – The request for a reduction in the speed limit to 30mph at Doe’s Corner by Ernest Doe & Sons Ltd. was noted.

b) PRECEPT 2016/2017– Langford Churchyard fence – Due to the high cost of replacing the fence, Cllr. Anfilogoff suggested that volunteers may be willing to do the work. It was agreed that Cllr. Ashby would find out the cost of materials required to replace the fence adjacent to Maldon Road to enable the clerk to calculate the precept. It was also noted that Maldon District Council would not be giving Parish Councils any Council Tax Support Grant in 2016/17.

 

15/217. Chelmsford Local Plan Consultation

Notification of a consultation from 19th November to 21st January 2016 on Chelmsford’s Issues and Options document had been received. It was agreed that councillors would look at the document and defer the decision on responding to the next meeting.

 

15/218. Transparency Code

a) The clerk’s attendance at a training session on 22nd March 2016 at a cost of £15.00 was agreed.

b) It was agreed that the clerk would apply for a grant to enable the Parish Council to comply with the requirements of the Transparency Code.

 

15/219. New Audit Regime

It was agreed that the Parish Council would not opt out of the Sector-Led Body scheme.
