MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 14th APRIL 2015 AT LANGFORD & ULTING VILLAGE HALL.

15/60. Apologies for absence

Apologies accepted from Cllr. Tween who was on holiday and District Cllr. Durham.

 15/61. Minutes of previous meetings

The minutes of 10th March 2015 having been previously circulated were taken as read, agreed and signed by the Chairman.

 15/62. Declarations of Interest

No interests declared.

 15/63. Matters for information from previous meetings

15/12. Ditch adjacent to Pine View – It was noted that Cllr. Anfilogoff was still trying to speak to Mr. Alborough. The clerk had visited the three top flood priorities in the Parish with Lee Sencier, Watercourse Regulation Engineer and had also pointed out the problems at the corner above Ulting Wick and Bumfords Lane.

15/48a) FUL/MAL/14/01060 - It was noted that planning permission had been granted.

15/49b) Superfast Essex Parish Engagement Event – Cllr. Anfilogoff had attended this information dissemination event. Residents must register their interest as percentages of people direct where improvements will be made.

15/50c) Churchyard grasscutting – It was noted that Langford churchyard had been cut beautifully.

15/51. Best Kept Churchyard Competition 2015 – It was noted that Cllr. Allen had spoken to the organiser and had been advised to enter Langford churchyard next year.

15/57. Parish Council elections – It was noted that there would be an election for Langford.

 15/64. District Councillors report

  • Waste contract currently being renegotiated
  • Blackwater Leisure Centre – Refurbishment almost completed
  • Local Development Plan – Inspector’s report on housing due 8th May
  • Elections – Council’s resources will be diverted to assisting with the elections over the next few weeks

 15/65. Public Question Time (limited to 15 minutes if required).

 15/66. Planning Matters

a) Planning applications received.

FUL/MAL/15/00222 – Planning permission to vary conditions 2, 3, 4, & 5 on approved planning permissions: FUL/MAL/10/00981 (Erection of six houses with attendant garages) FUL/MAL/10/00261 (Four detached houses with private garages and access), and FUL/MAL/10/00260 (One detached house with private garden and access) at Land Adjacent to Langford Waterworks, Hatfield Road, Langford was supported.

HOUSE/MAL/15/00190 and LBC/MAL/15/00191 – Alterations and extension of house, including demolition of non-curtilage listed structures. Church Cottages, Ulting was supported.

FUL/MAL/15/00063 – Retrospective planning application for retention of new offices to be used ancillary to the tree maintenance company within the site. Stable, Fairwinds, Crouchmans Farm Road, Ulting was recommended for refusal. Residents have complained about machinery noise, large lorries on narrow lane, scale of business operating from what is a residential property.

b) Planning decisions received.

FUL/MAL/14/00788 – The demolitions of existing structures and construction of 45 residential units, access and landscaping at Oval Park, Hatfield Road, Langford was refused.

COUPA/MAL/15/00062 – Change of use of existing barn from carpentry to storage building at Fairwinds, Crouchmans Farm Road, Ulting was refused.

FUL/MAL/14/01069 – Two new dwellings with utility buildings and access at land east of Langford Lee, Maldon Road, Langford was granted permission.

 15/67. Correspondence

a) Pensions – It was noted that the clerk had registered as the contact person for communications about new legal duties on pensions.

b) Essex County Council (Various Roads, Maldon) (Temporary Prohibition of Traffic) Order 2015 was noted. Road closures scheduled to commence within an 18 month period from 13th April 2015. Exact dates to be notified via advanced warning signage on sites and letters to residents affected.   
 
15/68. Finance

a)The following cheque raised at the previous meeting was ratified:

b) Repayment of VAT to 31st January 2015 - Receipt of £1792.19 was noted.

c) Payment of Neighbourhood Plan Grant – Receipt of remaining £700.00 was noted.

 15/69. Neighbourhood Plan Grant

It was agreed that the conditional offer of grant of £3375.00 from Groundwork UK would be accepted.

 15/70. Streetlights

It was agreed that a decision on which supplier to use, subsequent to the price increase letter received from Eon, would be deferred until the next meeting. Clerk awaiting quotations from further suppliers.

 15/71. Works to trees in the Parish

Emails received from Maldon District Council Tree Officer regarding works to dangerous trees at Beeleigh Falls and Ricketts Lock were noted.

 15/72. Items from the councillors (NEXT AGENDA ITEMS ONLY)

Damage to path caused by vehicles driving over green at Ulting Lane.

 15/73. Date of next meeting

The next meeting will be held on Tuesday 12th May 2015at Crouchmans Barn, Ulting after the Ulting Annual Parish Meeting.
