MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 3rd SEPTEMBER 2013 AT LANGFORD & ULTING VILLAGE HALL.

13/99. Apologies for absence

Apologies received from Cllr. Durham.

 

13/100. Minutes of the previous meeting

The minutes of 2nd July 2013 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

13/101. Declarations of Interest

No interests declared.

 

13/102. Matters for information from previous meetings

13/86. Trees obscuring Vehicle Activated Sign – Cllr. Allen to remind Mr. Pipe.

 

13/103. District Councillors report

a) Draft Local Development Plan – The Parish Council and councillors were urged to comment. Subsequent to a question from Cllr. Perry, it was noted that the public consultation questionnaire could be completed online and additional copies of the questionnaire can be obtained from Maldon District Council.

b) Dengie Leisure – Contract being worked on.

c) Maldon District Council Empty Homes Scheme – Assists people in housing need by utilising empty properties.

d) Business Rates - Maldon District Council will be asking Parish Councils for information on businesses that may not be registered in their parish.

e) Hospital – Still being pursued by Maldon District Council but new health regime seems to be stalling.

f) Senior Management Staff Review – To be undertaken in the near future.

 

It was agreed that Items 13/106b) and 13/109 would be considered at this point in the meeting.

 

13/106b) Maldon District Draft Local Development Plan Consultation – Councillors discussed items that would need to be addressed including a relief road to the A12 or alternative road signage to direct northbound traffic to the A12 at Kelvedon, traffic calming in Langford and Ulting to manage increased vehicle movements and retention of Oval Park for employment. Councillors to email their comments to the clerk by 30th September 2013.

 

13/109. Langford Boundary Change

Cllr. Tween had attended a Heybridge Parish Council meeting on 18th July 2013 at which he had outlined the history of the request made by residents to have a boundary change. Cllr. Tween asked Heybridge Parish Council to consider finding some form of common ground between the two parishes so that Langford and Ulting Parish Council would not have to undertake a petition. There was concern from Heybridge councillors that strategic growth proposed in the Local Development Plan could potentially add a large number of dwellings to Langford if the boundary change went ahead. Cllr. Prof. Schnurr expressed concern that there was no evidence as to the benefit of the Heybridge residences affected and felt that there was: “more than meets the eye,” behind the proposal. Cllr. Bass agreed to speak to the Heybridge Ward members.

 

Cllr. Bass left the meeting at 8.18pm.

 

13/104. Public Question Time (limited to 15 minutes if required).

  • It      was noted the UK Power Networks have been upgrading the service along      Hatfield Road, Langford.

 

13/105. Planning Matters

a) Planning applications received.

TCA/MAL/13/00626 – Crown lift to around 3.5 metres. Ricketts Lock, Ulting Lane, Langford.

b) Planning decisions received.

LDE/MAL/13/00407 – Claim for Certificate of Lawfulness was approved. The Owls, Crouchmans Farm Road, Ulting.

FUL/MAL/13/00279 – Extend time limit for implementation of approval FUL/MAL/10/00260 (One detached house with private garage and access) was approved. Land adjacent to Langford Waterworks, Hatfield Road, Langford.

HOUSE/MAL/13/00485 – Two storey extension, glazed link to outbuilding, storm porch and new double garage was approved. Brick House, Hatfield Road, Langford.

FUL/MAL/12/00313 APP/X1545/A/12/2183335 – Residential development at Oval Park – appeal dismissed. CML Ltd., Oval Park, Hatfield Road, Langford. Cllr. Perry asked whether this application would resurface. It was noted that another application for housing, based on the Planning Inspector’s decision, could be submitted to Maldon District Council in the future.

TCA/MAL/13/00495 – T1 Plum – Removal, T2&3 Conifer – Removal was allowed to proceed.

HOUSE/MAL/13/00427 – Retention of timber fence bordering the property was allowed. Mill Cottage, Maldon Road, Langford. It was noted that a condition to retain the fence in its natural colour had been appended.

 

13/106. Correspondence

a) Essex BDUK Broadband project – Notification of award of project to BT had been received. It was noted that 14 households from Ulting and 4 from Langford had registered at www.superfastessex.org. Mr. Watson had encouraged the small businesses who rent the buildings at Langford Hall to register.

c) Council Tax Support Scheme 2014/15 Consultation: Comments invited from 19th August to 29th September. See http://www.maldon.gov.uk/LCTS

d) Footpath 5, Ulting – Notification of modification of Definitive Map received.

e) Town/Parish Council Reception – 4th October 2013. Invitation received from Chairman, Maldon District Council. It was agreed that Cllr. Tween and guest would attend.

f) Maldon District Conservation & Design Awards 2013 – Notification that nominations should be submitted by 31st August 2013 had been received.

g) Community Resilience Workshops – It was agreed that the Parish Council would support the workshops and Cllr. Perry would attend unless he had a prior commitment.

h) Bus Passenger News – It was agreed that this newsletter was no longer required.

13/108. Newsletter

a) It was noted that a cheque for £1000 had been received from CML Ltd. Cllr. Allen had written a letter of thanks.

b) It was noted that a letter from Ernest Doe & Sons Ltd who have offered to sponsor the autumn newsletter had been received.

c) Draft autumn newsletter to be circulated. Items for inclusion to be sent to Cllr. Allen.

 

13/110. Flood Management Engagement Day

Due to prior commitments no councillor was able to attend the Flood Management Engagement day which was to be held on 23rd September 2013 at Essex Records Office.

 

13/111. Salt Heap Lay By

Local Highways Panel approved works programme 2013/14 states that the work to close the unofficial lay by should have been completed by 31st July 2013. Clerk to follow up.

 

13/112. 30mph Speed Limit. Langford

The Local Highways Panel had deleted this item from the potential schemes list because it does not comply with conditions under the Speed Limit Review. It was agreed that Priti Patel MP should be invited to a Parish Council meeting.

 

13/113. Fishing Lake Permits

It was noted that permits were issued at the discretion of the trustees and numbers were regulated.

 

13/114. Proposed mixed development, opposite Langford Hall

A proposal for office units, affordable and 4/5 bedroom houses had been submitted by Mr. Watson. Councillors were invited to arrange a meeting with Mr. McLarty from Strutt and Parker to discuss their initial views on the proposal. A meeting was arranged for Monday 9th September.
