MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 2ND JULY 2013 AT LANGFORD & ULTING VILLAGE HALL.

13/81. Apologies for absence

No apologies received.

 

13/82. Minutes of the previous meeting

a) The minutes of 28th May 2013 having been previously circulated were taken as read, agreed and signed by the Chairman.

b) The minutes of 30th May 2013 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

13/83. Declarations of Interest

No interests declared.

 

13/84.  Matters for information from previous meetings

13/46a) Bollards, Baytree Cottage layby – Item carried forward.

13/65c) Fence at Mill Cottage, Maldon Road, Langford – A planning application had been submitted.

13/65d) Brick House, Hatfield Road, Langford – Amended plans had been submitted.

13/68. Neighbourhood Plan Steering Group – Ulting Focus Group was to be held Saturday 6th July at Crouchmans Barn.

 

13/85. District Councillors report

a) Oval Park Planning Inquiry – Simon Bird QC and the expert witnesses called had represented the council very well and there had been some good press. A sufficient number of residents had attended the inquiry. There is a possibility that the Secretary of State may be involved in the decision.

b) Local Development Plan – Second Preferred Options is due to go out to consultation this summer.

c) Waste collection – The new vehicles were delivered in June but due to an accident and a vehicle fault, collections were delayed which has caused ongoing problems.

d) Audit on services and staff had been carried out.

e) Planning department is short-staffed due to several officers on sick leave.
Cllr. Tween thanked Maldon District Council officers and Cllrs. Bass and Durham for all the work and effort they had put into the Oval Park inquiry.

 

13/86. Public Question Time

  • Vehicle activated sign in centre of Langford has become obscured. Cllr. Allen to ask Mr. Pipe to trim      trees on his property

13/87. Planning Matters

a) Planning applications received.

HOUSE/MAL/13/00427 – Retention of timber fence bordering the property. The highest point will be 1.34m. Mill Cottage, Maldon Road, Langford. The Parish Council had objected because the fence is intrusive and not in keeping with the Conservation Area.

HOUSE/MAL/13/00485 – Two storey extension to north side of house with glazed link connecting new extension and outbuilding. New storm porch to main entrance of existing house to the roadside elevation. New double garage to north west corner of site. Brick House, Hatfield Road, Langford. The Parish Council had supported this application.

TCA/MAL/13/00495 – T1 Plum – Removal, T2&3 Conifer – Removal. 2 Church Cottages, Witham Road, Langford. The Parish Council had supported this application.

b) Planning decisions received.

HOUSE/MAL/13/00405 – Two storey side/rear extension including replacement of lean-to conservatory. 1 Sugar Mill Cottages, Ulting Lane, Ulting had been approved.

c) Proposed Solar Development, land adjacent to Hill Farm, Great Totham – It was agreed that the questionnaire would be circulated in the Correspondence file. Comments to the clerk by 10th July 2013.

 

13/88. Correspondence

a) Essex BDUK Broadband project - Update had been circulated to all councillors. It was noted that the parish is reliant on Essex County Council/BT being able to increase speeds.

General correspondence to note:

Ÿ  Temporary Prohibition of Traffic Order – Crouchmans Farm Road had been necessary while a new telephone wire and works to trees had taken place.

Ÿ  Environment Agency – It was confirmed that Cllrs. Tween and Perry would be added.

Ÿ  Mobile Library Service – New timetable from 1st July 2013 had been received.

Ÿ  NW Planning Workshop - Goldhanger Village Hall on 6th August commencing at 7.00pm. Cllr. Anfilogoff and the clerk to attend.

 

13/89. Finance

a) The following payments were authorised:-

b) The following payments made at the meeting held on 28th May 2013 were ratified:-

Northumbrian Water Ltd         £50.00             Coach House

c) Streetlight maintenance agreements – Quotations had been received from A&J Lighting Solutions and Sterling Electrical Contractors. It was agreed that A&J Lighting Solutions provided the best value and a five year contract with them was signed. The cost will be £231.00 per annum.

 

13/90. Newsletter

a) Ernest Doe & Sons Ltd had expressed interest in funding one issue of the newsletter. Cllr. Allen had provided information requested but nothing further had been heard.

b) Village picnic – Cllr. Allen apologised for the typographical error which resulted in the omission of details for the picnic. A note to be circulated to all parishioners prior to 8th September 2013.

 

13/91. Proposed Langford Boundary Change

a) Cllr. Tween to attend Heybridge Parish Council meeting on 18th July 2013.

b) Clerk to request map indicating current and proposed boundaries from Maldon District Council.

 

13/92. Cars on Ulting Lane green

It was agreed that the situation would be monitored.

 

13/93. Cars parked outside Brockley Cottages, Ulting

It was agreed that the complainant should be advised to contact the police direct.

 

13/94. Maldon District Economic Prosperity Strategy

It was agreed that councillors would provide their comments to the clerk by 10th July 2013.

 

13/95. Exclusion of Press and Public

It was resolved that the public and press be excluded for this agenda item as publicity would be prejudicial to the public interest by reason of the nature of the proceedings to be discussed. Public Bodies (Admission to Meetings Act) 1960 s 1(2).
