MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 16TH APRIL 2013 AT LANGFORD & ULTING VILLAGE HALL.

13/39.Apologies for absence
Apologies for absence were received from Cllr. Tween who was on holiday.
13/40. Minutes of the previous meeting
The minutes of 5th March 2013 having been previously circulated were taken as read, agreed and signed by the Chairman.
13/41. Declarations of Interest
No interests were declared.
13/42. Matters for information from previous meetings
12/161b) HOUSE/MAL/12/00808 and LBC/MAL/12/00627 – Proposed garden room at rear of property, Bridge Cottage, Langford refusal. It was noted, that in future, the Parish Council can “support” a planning application or “object”. A response of “no objection” equates to “no comment”.
13/07. Footpath 5, Ulting – Cllr. Tween had emailed Essex County Council regarding the state of the footpath. The clerk had spoken to Highways who requested that problems should be reported online as all faults have to be logged onto their system before they can be progressed.
13/25. Flooding at Old School, Ulting – Clerk to speak to Mr. Robinson.
13/27f) Best Kept Churchyard Competition – Not entering this year.
13/34c) Litter pickers – Clerk confirmed that Maldon District Council still provides this service in the Parish.
13/34d) Road edge markers, Baytree Cottages – Highways had confirmed that this fault has a Priority 4 rating.
13/43. District Councillor’s report
a) Local Development Plan – The Preferred Options Consultation was unsound based on Counsel’s opinion. Significant changes are required including number of new houses to be built over the plan period. Further consultation with Essex County Council regarding provision of new infrastructure had been undertaken. The plan is now unlikely to be adopted until late 2014 which leaves the Council open to speculative developer applications. A better definition of sustainability is emerging from recent appeal decisions.
b) Waste Contract – After initial problems due to late delivery of specialist waste vehicles, now expected July 2013, the waste collection is much improved. Recycling rates of almost 50% are being achieved over the District.

13/45. Planning Matters
a) Planning applications received:
FUL/MAL/13/00153 – Extension to stables and ménage. Ravens, Maypole Road, Langford was supported.
FUL/MAL/13/00279 – Extend time limit for implementation of approval FUL/MAL/10/00260 (One detached house with private garage and access). Land adjacent to Langford Waterworks, Hatfield Road, Langford. It was agreed that there were no objections
b) Planning decisions received:
HOUSE/MAL/12/01087 – Two storey side/rear extension including replacement of lean-to conservatory. 1, Sugar Mill Cottages, Ulting was refused because of its unsympathetic design in the conservation area.
c) North West Planning Workshop – Councillors were reminded that the next session will be held 23rd April 2013, 7.00pm at Goldhanger Village Hall.
13/46. Correspondence
a) Local Highways Panel minutes 22nd March 2013 – It was noted that hazard marker posts at a cost of £2840 are to be used to prevent HGV parking at Baytree Cottages. A request for two further schemes for inclusion in 2013/14 is to be sent to Parish Councils. It was agreed that a request for a 30mph speed limit through the centre of Langford would be put forward.

c) Notice of Annual Audit for year ending 31st March 2013 had been received from Littlejohn LLP. Clerk to contact Internal Auditor for completion of Section 4. Auditors to receive Annual Return by 10th June 2013.
d) VAT repayment – Notification of refund of £803.69 received from HMRC.
e) Streetlights - New call out charge/parts price list received from A & J Lighting Solutions.
13/48. Neighbourhood Plan Steering Group
Still awaiting decision on the designation of the Neighbourhood Area from Maldon District Council. Cllr. Durham to follow up. Cllr. Anfilogoff and the clerk had met Sarah Sapsford, RCCE to discuss the next stage of the Neighbourhood Plan. Focus groups are to be organised in Langford and Ulting in June. A stand had been manned at the Art Show and will appear at other village events to gather more information. A project plan, requested by Maldon District Council, is being prepared. Clerk to look into £7000 government grants that will be available from 1st May.
13/49. Newsletter
a) Sponsors – No response received from Maldon Golf Club, Essex & Suffolk Water or Ulting Hall. Clerk to confirm whether Cllr. Tween had received a response from Ernest Doe & Sons or Maldon Fruit. Cllr. Allen to approach Mr. Watson.
b) Items for next newsletter – The following were agreed: Shoots and footpath protocol; Waste Collection (Maldon District Council); Chairman’s Annual Report; 2012/13 accounts summary; Neighbourhood Plan update (Cllr. Anfilogoff); Footpath article; Appeal dates; Village picnic date; Proposed Langford Boundary change; Parish Clerk profile; Cllr. Durham profile.
13/50. Proposed Langford Boundary Change
a) Petition – Draft petition had been previously circulated. This was agreed with the addition of return date and map. Clerk to ask if Maldon District Council can produce a map. It was agreed that the clerk would send Heybridge Parish Council a copy of the Community Governance Review, which contains the relevant legislation at paragraph 41.
13/51. Oval Park
CML and Countryside’s proposed legal undertaking – It was agreed that the items included would benefit the wider community, not the parish of Langford. Other matters discussed such as the safeguarding of the green space to the west of Ulting Lane in perpetuity and an exercise trail for people living in the village had been omitted. Cllrs. strongly objected to the inclusion of a £100,000 provision for new premises for the Community Shop without any prior consultation. The Village Hall Management Committee had not been consulted about the proposed contribution to the nursery. Clerk to respond.
13/52. Superfast Broadband
Cllrs. Allen and Palmer and the clerk to attend meeting at Maldon Town Council on 29th April 2013 at 7.30pm.
13/53. Fishing Lakes
It was agreed that the clerk would contact Mrs. Nelson to discuss the possibility of issuing permits to local residents who have walked around the fishing lakes for many years rather than formally requesting a modification order.

13/55. Date of next meeting
The next meeting will be held on Tuesday 28th May 2013 at Crouchman’s Barn, Ulting after the Ulting Parish Meeting.
