MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 16th OCTOBER 2012 AT LANGFORD & ULTING VILLAGE HALL.

12/138.Apologies for absence

Apologies for absence were received from Cllr. Durham and for late arrival were received from Cllr. Bass.

 

12/139. Minutes of the previous meeting

The minutes of 4th September 2012 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

12/140. Declarations of Interest

No interests were declared.

 

12/141. Matters for information from previous meetings

10/11. Broken fingerpost, Ulting – Finger has not been reinstated as yet. Clerk to check progress.

12/04. The Landscape Centre – Large advertising board has been moved onto the verge. Clerk had informed Highways.

11/125. Roadside car sales – Vehicle for sale in lay-by adjacent to Baytree Cottages. Clerk to report to Trading Standards.

12/100. NW Planning Workshop – Cllr. Anfilogoff, Cllr. Perry and the clerk had attended a workshop held on October10th.

12/129. Ulting Churchyard gate – Cllr. Anfilogoff, Cllr. Palmer and the clerk had attended the dedication service atUltingChurch.

12/126b)OvalPark– Notification that Maldon District Council would write to the Planning Inspectorate to request a public inquiry rather than written representations as requested by Countryside Properties had been received. The clerk was asked to write to the Planning Inspectorate and reiterate this request.

12/127c) Annual Making the Links Event and EALC AGM - Cllr. Perry had attended.

 

12/142. District Councillors report

This item was deferred and it was agreed that Cllr. Bass would speak after item 12/145.

 

12/143. Public Question Time (limited to 15 minutes if required).

           

12/144. Planning Matters

a) Planning applications received: LBC/MAL/12/00627 – Proposed garden room at rear of property. Bridge Cottage,Hatfield Road, Langford. There were no objections.

b) Planning decisions received: None received.

c) Notification of Supplementary Environmental Information regarding the proposed wind farm development at Turncole Farm, The Marshes, Dengie had been received. No comments to be submitted.

 

 

12/145. Correspondence

a) A request for information regarding an application to add a footpath from Footpath 44, Maldon to Footpath 2, Langford had been received from Essex County Council. Cllr. Allen to ask Mr. Chaplin if he remembered whether there had ever been a bridge across the river below Beeleigh. Cllr. Perry to check Definitive Map. Clerk to provide other evidence of use of path connecting FP2 and FP44.

b) Notification of further Rest Centre training sessions, 6th and 13th December, had been received from Maldon District Council. This was not required as Cllr. Perry had attended the previous training sessions.

c) Lawful Development Certificates – Information and procedures that apply to their consideration and determination. See Correspondence folder for information.

 

Cllr. Bass joined the meeting at 8pm.

 

12/142. District Councillor’s report

Items discussed included:

  • OvalParkappeal - Cllr. Bass to provide copy of Planning Inspector’s report for appeal in Woodham Mortimer
  • Maldon District Council in process of preparing next year’s budget
  • Stow Maries air field – backers have withdrawn
  • Proposed Visitor Centre atPromenadePark, Maldon
  • Proposed Start-upEnterpriseCentre in District
  • Broadband issues

 

12/146. Finance

a) The following payments were authorised:-

Chelmer Canal Trust                  £20.00         annual subscription;

Mr. J. Clemo                           £250.00         Langford churchyard maintenance;

Bakers of Danbury Ltd           £2649.60         Ulting churchyard gate

b) The following cheque was raised and will be ratified at the next meeting:-

Mrs. J. Clemo                         £300.00         Clerk’s salary (July – Sept)

c) External Audit - Notification of appointment of Littlejohn LLP as external auditor for five years from 2012/13 had been received.

d) A donation of £1000.00 had been received from CML. Cllr. Allen had sent a letter of thanks to Mr. Clark.

e) A donation of £2208.00 had been received from Mr. G. Austin. Clerk to write and thank Mr. Austin for his donation.

 

12/147. Neighbourhood Plan Steering Group

a) Cllr. Anfilogoff reported that the Steering Group had met and agreed the content of a questionnaire to gather information. This would be circulated, with an accompanying letter explaining what a Neighbourhood Plan is, with the next newsletter and collected the following week.

b) Grants – The Planning Minister has announced a fund to help Local Authorities assist their communities in finalising Neighbourhood Plans. It was agreed that the clerk would write to Maldon District Council and request that they apply for a grant in respect of the Neighbourhood Plan.

12/148. Newsletter

a) Cllr. Allen circulated a draft of the Autumn newsletter and it was agreed that this should be published with minor alterations.

b) Next newsletter – It was agreed that the following items would be included: precept explanation, Cllr. Perry profile, articles on Quilting group and Bridge club.

12/149. Proposed Langford Boundary Change

Further to the response received from Maldon District Council, it was agreed that the clerk would write to Heybridge Parish Council seeking their agreement to the proposed boundary change.

 

12/150. Maldon District Council Local Council Tax Support Scheme consultation

It was noted that the proposed localised scheme to replace Council Tax Benefit from 1st April 2013 was unlikely to now have an impact on Parish Council precepts.

 

12/151. Trees within a Conservation Area – Langford

Further to correspondence received from Maldon District Council Tree Officer regarding the trees at the Village Hall the following were agreed:-

a) Clerk to respond that the proposed planting of three replacement trees would be too near the Village Hall and the Coach House and that Rowan and Field Maple were inappropriate in this situation.

b) With regard to the provision of a survey of the large lime trees and wooded areas, it was agreed that Cllr. Tween would in the first instance speak to Mr. Ashby and Cllr. Anfilogoff would liaise with the Village Hall Management Committee.

c) Mr. Clemo to be asked to clear lower growth around base of lime trees as suggested.

 

12/152. Local History Recorder

Notification that Patrick Chaplin had given notice to stand down as Local History Recorder from 31st December 2012 had been received. It was agreed that Cllr. Allen would take on this position.

The next meeting will be held on Tuesday 4th December 2012 at Langford & Ulting Village Hall at 7.30pm.
