MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 4th DECEMBER 2012 AT LANGFORD & ULTING VILLAGE HALL.

12/155.Apologies for absence

Apologies for absence were received from Cllr. Perry who was not well and Cllr. Durham.

 

12/156. Minutes of the previous meeting

The minutes of 16th October 2012 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

12/157. Declarations of Interest

No interests were declared.

 

12/158. Matters for information from previous meetings

10/11. Broken fingerpost, Ulting – A new finger has been installed. Clerk to thank Highways.

12/04. The Landscape Centre – A new sign has appeared but it was decided to do nothing at the moment.

11/125. Roadside car sales – Clerk had reported car in lay by and the Trading Standards Officer had spoken to the owner. No further cars have appeared.

12/129. Ulting Churchyard gate – The gate does not close due to the recent heavy rainfall. Mr. Austin has this in hand.

12/145a) Footpath 44, Maldon to Footpath 2, Langford – Cllr. Allen had established that there had not been a bridge over the river in the past. Clerk had responded.

12/150. Local Council Tax Support Scheme - Finance and Corporate Services Committee have approved in principal that all of the grant would be passed onto parishes to maintain their funding. The Council would put in an additional £6K to top this up and retain the status quo. Full council approval still required.

 

12/159. District Councillors report

No report received

 

12/160. Public Question Time

  • Bumfords Lane, Ulting – Barbed wire fence means there is now no safe place for pedestrians to allow vehicles to pass.
  • Fishing Lakes - Possibility of footpaths around lakes as people have walked there for many years without being stopped.

           

12/161. Planning Matters

a) Planning applications received:

HOUSE/MAL/12/00808 – Proposed garden room. Bridge Cottage, Hatfield Road, Langford. There were no objections.

HOUSE/MAL/12/00846 – Demolish greenhouse in rear garden and replace. Southlands Farm, Ulting Lane, Ulting. There were no objections.

HOUSE/MAL/12/00944 – Form timber framed dormer over flat roof, to cut into two upstairs bedrooms to make them bigger and extend existing dormer to side of house. Red Lodge, Witham Road, Langford. There were no objections.

b) Planning decisions received:

LBC/MAL/12/00627 – Proposed garden room at rear of property, Bridge Cottage, Hatfield Road, Langford was refused.

HOUSE/MAL/12/00808 - Proposed garden room. Bridge Cottage, Hatfield Road, Langford was refused.

 

12/162. Correspondence

  • Local Council Tax Support from 2013 – See: http://www.maldon.gov.uk/downloads/file/1304/inbrief_october_2012
  • Christmas car parking – All Maldon town centre car parks (except Promenade) will have free parking on 8th, 15th and 22nd December.
  • St. Peter’s hospital – The possible formation of an action group to press for a more positive steer on this project was noted. It was      agreed that the clerk would send a letter of support.

 

12/163. Finance

a) The following payments were authorised:-

Mr. A. Robinson                       £200.00        Ulting churchyard maintenance;

Mrs. J. Clemo                          £422.93        Clerk’s expenses;

Mrs. J. Clemo                            £59.87        Stationery and EALC conference fee;

Mrs. V. Anfilogoff                       £13.35        Toner cartridge for Neighbourhood Plan.

b) The following cheques were raised and will be ratified at the next meeting:-

SLCC                                         £63.00       Annual subscription;

Alphaprint                                £338.00       Autumn newsletter.

c) 2013/14 Precept – It was agreed that the clerk would prepare an estimate for next year’s budget in collaboration with Cllr. Tween. It was agreed that the precept would remain at £6700 and would include the following additional items:-

  • Neighbourhood Plan
  • Contribution to the newsletter.

 

12/164. Neighbourhood Plan Steering Group

a) Cllr. Anfilogoff reported on the progress that had been made so far. The Community Information Forms are in the process of being collected. Cllr. Anfilogoff had attended a Planning and Licensing committee meeting on 8th November which had considered the Council’s options for the future management of community led planning. It had been agreed that the Council would be able to support five plans a year with assistance from the RCCE.

b) Maldon District Council had acknowledged receipt of the Parish Council’s formal application to seek approval as a qualifying body to undertake a Neighbourhood Plan. Head of Planning Services to write formally in response.

c) Cllr. Anfilogoff and the clerk to attend a meeting on 13th December at 11am with Maldon District Council and RCCE regarding the Neighbourhood Plan.

 

12/165. Newsletter

a) Cllr. Tween noted that the Autumn newsletter had been well received. It was agreed that newsletters would also be delivered to all businesses in Langford and Ulting.

b) If funding is no longer forthcoming, it was agreed that advertisements would be included on the back page of newsletters in the future.

c) It was agreed that the cost for advertising would be deferred until deemed necessary.

 

12/166. Proposed Langford Boundary Change

Heybridge Parish Council had written to confirm that members had received and noted the Council’s letter regarding the Parish Boundary Review. It was agreed that the clerk would speak to Heybridge Parish Council clerk. Clerk to write to Maldon District Council to provide an update on the position.

 

12/167. Oval Park

a) Notification of an appeal lodged by CML and Countryside Properties had been received. It was agreed that the Parish Council would write to the Planning Inspectorate reiterating the points made previously. Cllr. Durham had confirmed that Maldon District Council will be appointing Counsel and consultants to put their case as a Rule 6 party. Email to be sent round the Parish asking everyone to write.

 

12/168. Village Hall trees

a) Cllr. Tween had spoken to Mr. Ashby who is willing to inspect the trees and provide a report. He had passed this information on to Mr. Tomlins. Cllr. Anfilogoff agreed that she would follow this up.

b) No response regarding the siting of new trees had been received from the Tree Officer. Clerk to chase.

c) It was noted that the new fence had been painted to comply with the planning condition.
