MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 6TH SEPTEMBER 2011 AT LANGFORD & ULTING VILLAGE HALL.

11/83. Apologies for absence

Apologies for absence were received from Cllr. Palmer who was unwell.

 

The Chairman introduced Cllr. Bass who spoke on the following issues:

  • Maldon District Council Planning Department including issue with Terajola advertising board. Other signage at Doe’s Corner was also discussed.
  • Gypsy and Traveller Working Party (both Cllr. Durham and Cllr. Bass are members).
  • Parliamentary Boundary change.
  • 30mph speed limit through Langford.
  • Localism Bill.

 

11/84. Minutes of the previous meeting

The minutes of 5th July 2011 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

11/85. Declarations of Interest

No interests were declared.

 

11/86. Matters for information from previous meetings

10/11. Broken fingerpost, Ulting – Clerk to chase Highways.

10/82. Langford Boundary Change – Clerk to email Roy Pipe.

11/54c) Accounts 2010/11 – Annual Audit completed. Clerk to advertise on noticeboards.

 

11/87. District Councillors report

Apologies for absence were received from Cllr. Durham. In his absence Cllr. Tween read the report, a brief summary of which follows:-

a) Waste collection and recycling – Weekly refuse collections will continue for the duration of the new contract with additional recycling collections to include food waste and plastic.

b) Planning – Interim North West Area team leader has been appointed. Cllr. Durham would welcome comments regarding the performance of the planning department and notification of comments on any planning applications referred to Maldon District Council.

c) Potential gravel site - Whitehouse Farm, Woodham Walter – Meeting 20th September, 8pm, Woodham Walter Village Hall.

d) Maldon District Council - Public speaking has been introduced at all committee meetings and Full Council meeting.

 

11/88. Public Question Time (limited to 15 minutes if required).

  • Advertising Trailer – An offer to advertise village events was received from Mr. R. Perry.

 

11/89. Planning Matters

a) Planning applications received:

None received.

b) Planning decisions received:

TCA/MAL/11/00493 - Works to trees at Langford House, Witham Road, Langford was allowed to proceed.

LDP/MAL/11/00456 - Claim for a Lawful Development Certificate for a proposed timber framed mower store at Langford & Ulting Village Hall, Maldon Road, Langford was approved.

11/00797/ADV - Display of Totem Pole sign at Ernest Doe & Sons, Maldon Road, Ulting was refused by Braintree District Council.

c) For information:

FUL/MAL/10/01070 - Wind Farm Development consisting of seven three-bladed wind turbines, each up to 126.5m maximum height and associated infrastructure. Turncole Farm, The Marshes, Southminster. The Parish Council had objected due to the large number of vehicle movements.

 

11/90. Correspondence

a) EALC Conference and Annual General Meeting: 27th September 2011, Foakes Hall, Gt. Dunmow at 1.30pm. Clerk to attend if available.

b) Emergency Planning: Cllr. Perry to attend meeting in the Council Chambers on either 25th October at 2pm or 1st November at 7.30pm. Clerk to be notified to confirm attendance.

11/91.  Finance

a) The following payments were authorised:- Mrs. J. Clemo £257.64 clerk’s expenses; Mrs. J. Clemo £15.44, photocopying/stationery; Mrs. J. Clemo £202.40, clerk’s salary; Post Office Ltd. £50.60, PAYE.

b) Payment of cheque number 100726 - Mr. A. Marks £14.38, mower petrol, raised at the previous meeting, was ratified.

c) Payment of cheque number 100727 - Mr. A. Tween £329.97, laptop, raised between meetings, was ratified.

d) Bank Mandate - Confirmation that new mandate is now valid had been received.

 

11/92. Ulting Churchyard Fence and Gate

A further quotation to replace the gate and front fence, (only where needed) in oak, had been received:

After looking at all quotations received, it was agreed that Cllr. Tween would put together a final proposal. It was agreed that Cllr. Palmer would then contact Mr. Lyons and Mr. Mecoy and ask them to prepare final quotations based on this.

Budgeted reserves currently stand at £1,450.

 

 

11/93. Rural Broadband

Cllrs. Tween and Anfilogoff had attended the Essex Parishes Broadband Implementation Conference. Cllr. Tween had also arranged a meeting with the IT manager at Ernest Doe & Sons who are willing to look, in principle, at sharing or renting part of their bandwidth. Mr. J. Tomlins had confirmed that he would be willing to assist with any legal matters. A survey of Ulting parishioners would need to be undertaken to find out if there is any interest.

 

11/94. Newsletter

a) Contribution - £1,000 cheque received from CML. Clerk had written letter of thanks.

b) Newsletter style and contents – Councillors agreed front cover style and content.

c) Quotations received for printing were as follows:

 

Blackwater Printing                             £300 (excl VAT)

Alphaprint                                            £338 (excl VAT)

Artwork Studio                                                £370 (excl VAT)

 

It was agreed that Alpha Print would be used as Cllr. Allen had prior experience of using this company.

 

11/95. Vehicle Access at Blackwater Cottage

It was agreed that the Parish Council would support the need for reflective posts at this property.

 

11/96. Training

It was agreed that Cllr. Anfilogoff would attend the Roles & Responsibilities Course, on Tuesday 18th October 2011 at a cost of £40.

 

11/97. Minerals Development Document Site Allocations - Issues and Options Paper

It was agreed that Cllr. Tween would attend the Woodham Walter Parish Council meeting on Tuesday 20th September, 8pm at Woodham Walter Village Hall. Essex County Council is holding a drop-in session at Woodham Walter Village Hall on Monday 26th September, 11am - 7pm.

 

11/98. Neighbourhood Watch Scheme

Cllr. Anfilogoff is trying to contact the local Neighbourhood Watch organiser so that more relevant updates on crime in the area can be circulated. It was agreed that an item should be included in the Newsletter.

 

11/99. Correspondence file

Councillors were reminded that files should be signed, passed on within 7 days and returned to the clerk by the final recipient.
