MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON WEDNESDAY 29th NOVEMBER 2011 AT LANGFORD & ULTING VILLAGE HALL.

11/120. Apologies for absence
Apologies for absence were received from Cllr. Anfilogoff who was unwell and Cllr. Tween who was on holiday.
11/121. Minutes of the previous meeting
The minutes of 12th October 2011 having been previously circulated were taken as read, agreed and signed by the Chairman.
11/122. Declarations of Interest
No interests were declared.
11/123. Matters for information from previous meetings
10/11. Broken fingerpost, Ulting – A defect order was raised in June.
10/82. Langford Boundary Change – Occupants of all properties involved are all in agreement. Roy Pipe will let clerk have the signed letters.
10/109c) 30mph speed limit – Langford: Clerk had sent paperwork requested by Jon Simmons. No further response received.
11/68. Potholes (various): Clerk to chase Jon Simmons. It was noted that Crouchmans Farm Roadwill be closed for repairs from 5th - 9th December.
11/109b) Review of Parliamentary constituencies – Acknowledgment received.
11/114. Whitehouse Farm, proposed gravel extraction site – Acknowledgement received.
11/124. District Councillor’s report
No report received.
11/125 Local Highways Panel
The Chairman welcomed Cllr. Edwards who represents among other parishes, Langford & Ulting on the Local Highways Panel. Items discussed included:
- 18T weight limit, Witham Road which is currently being implemented.
- 30mph limit, Langford that has disappeared from Highways Localism Programme.
- Roadside car sales.
11/126. Public Question Time (limited to 15 minutes if required).

11/127. Planning Matters
a) Planning applications received:
TCA/MAL/11/01019 – Removal of three Sycamore trees. Museum of Power, Hatfield Road, Langford.
b) Planning decisions received:
TCA/MAL/11/00878 – Various works to trees, Chelmer and Blackwater Navigation were allowed to proceed.
TCA/MAL/11/00735 – Various works to trees, Church Cottage, Ulting were allowed to proceed.
HOUSE/MAL/11/00810 – Single storey front porch including store cupboard, 1 Sugar Mill Cottages, Ulting was approved.
11/128. Correspondence
a) Highways Localism Programme – The following responses with regard to schemes on the Reserve List were agreed:
- Clerk to write in support of retaining the closure of lay by, Hatfield Road, Ulting.
- 18T weight limit, Witham Road, Langford is currently being implemented. Clerk to email correspondence received to Cllr. Edwards.
b) Saturday Garden Waste Collections – It was agreed that the scheme was a useful service. Clerk to complete questionnaire regarding level of support Parish Council could offer.
General correspondence to note:
- Essex Legacy 2012 Celebrations – Notification of grants for up to £400 available to enhance a village fete or sports festival had been received. Councillors to bring ideas to next meeting.
- Dengie Bus Service consultation on various options due to proposed reduction in service provided was noted.
- One Place Champion – Dengie Project Trust are trying to recruit a volunteer in each village. Cllr. Allen to include request in next newsletter.
11/129. Finance
a) The following payments were authorised:- Mr. A. Robinson £160.00, Ulting churchyard maintenance; Mr. J. Clemo £142.40, Langford churchyard and ford maintenance.
b) Cheque number 100736, Alphaprint Ltd £338.00, newsletter, was ratified.
c) Replacement streetlight including callout charge, £326.40, paid by direct debit was ratified.
11/130. Ulting Churchyard Fence and Gate
Cllr. Tween had emailed Mr. Mecoy to arrange a meeting early next year.
11/131. Rural Broadband
It was noted that Buzcom’s facility does not work in Woodham Walter at the moment.
11/132. Newsletter
It was agreed that Cllr. Allen would find out the cost of adding four more pages. Advertising charges would then have to be calculated to cover the additional cost. To encourage input from parishioners Cllr. Allen suggested the instigation of a Citizen of the Year award.
11/133. Emergency Planning
a) Cllr. Perry had attended the Emergency Planning meeting on 25th October. He outlined the risks the District might face in the future and the provisions that Maldon District Council have in place. Volunteers may be required to man rest centres depending on length of time required.
b) Cllr. Perry expressed an interest in attending future training sessions on all aspects of rest centre provision.
