MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 5TH JULY 2011 AT LANGFORD & ULTING VILLAGE HALL.
Present: Councillors: Irene Allen, Vicky Anfilogoff, Kathy Palmer, and Andrew Tween.

11/63. Apologies for absence
Apologies for absence were received from Cllr. Perry.
11/64. Minutes of the previous meeting
The minutes of 17th May 2011 having been previously circulated were taken as read, agreed and signed by the Chairman.
11/65. Declarations of Interest
No interests were declared.
11/66. Matters for information from previous meetings
10/11. Broken fingerpost, Ulting - Clerk had passed this back to Highways.
10/82. Langford Boundary Change - Two signatures still outstanding.
10/139. Ulting Lane green - Green has been reinstated.
11/35c). HMRC - Clerk had filed P46 successfully.
11/37. 30mph speed limit - Highways response reiterated previous comments made.
11/51b) Air crash - Response received from Civil Aviation Authority. The Air Accident Investigation Branch will publish a report once their investigations have been concluded and this will be available in the public domain.
11/53. Dengie Dart - Langford and Ulting parishioners can use this service on its route between Maldon and Broomfield to access St. Peter’s and Broomfield hospitals.
11/54c). Accounts 2010/11 - Internal audit completed and documents sent to Audit Commission.
11/54d). Bank mandate - Completed forms sent to Barclays.
11/67. District Councillor’s report
Apologies for absence were received from Cllr. Durham. In his absence Cllr. Tween read the report, a brief summary of which follows:-
a) Waste collection and recycling contracts - New contracts to be formalised at July full council meeting. Cllr. Tween to attend EALC meeting at Burnham on 12th July where Ian Hines, Head of Environmental Services will make a presentation about the green waste collection.
b) Planning - Mark Woodger has resigned. A temporary senior officer has been appointed to provide cover. Cllr. Durham would like to speak to the chairman or clerk before any NW Planning committee meetings where there is an application from the parish. In addition, he recommends that a representative from the Parish Council attends to speak in person.
c) Localism Bill - Currently unaware of its full impact.
11/68. Public Question Time (limited to 15 minutes).
 Village Hall - It was noted that work to improve visibility on exiting had been carried out.
 Ulting Lane - Clerk to report potholes.
 3 tonne weight limit - It was noted that large lorries ignore signage at The Green, Hatfield Peverel.
11/69. Planning Matters
a) Planning applications received:
TCA/MAL/11/00493 - T1 Conifer - Fell to ground level, grind stump. T2 Pine - Fell to ground level, grind stump. Langford House, Witham Road, Langford. No objections made.
LDP/MAL/11/00456 - Claim for a Lawful Development Certificate for a proposed timber framed mower store. Langford & Ulting Village Hall, Maldon Road, Langford. No comments made.
FUL/MAL/11/00473 - Erection of a new steel framed insulated plastisol clad storage building. Museum of Power, Hatfield Road, Langford. Parish Council supported application.
TCA/MAL/11/00558 - Retrospective notification to pollard T1 - T5 Poplars to 6 - 8metres. Maldon Golf Club, Maldon Road, Langford. Work carried out was for health and safety reasons. No objections to be made.
11/00797/ADV - Display of Totem Pole sign. Ernest Doe & Sons, Maldon Road, Ulting. Objection to be made.
b) For information only:
NMA/MAL/11/00471 - Application for non-material amendment to application HOUSE/MAL/10/00787 - change the orientation of the proposed new windows located in the north and south elevation dormer cheeks from horizontal to vertical alignment. Grove Farm, Ashfield Farm Road, Ulting was approved.
c) Planning decisions received:
HOUSE/MAL/11/00315 - Proposed single storey extension to existing bungalow to provide additional bedrooms and family space for tenant in residence. Fairwinds Poultry Farm, Crouchmans Farm Road was approved.
d) Appeal decision received:
FUL/MAL/10/00004 - Construction of nine 125 metre wind turbine generators and associated infrastructure. Land between Middlewick Farm and Wraywick Farm, Southminster. Appeal allowed.
11/70. Correspondence
a) EALC Conference and Annual General Meeting: 27th September 2011, Foakes Hall, Gt. Dunmow at 1.30pm. Cllr. Perry to attend if he is available.
b) Sustainable Community Strategy 2010 - 2026 received from Maldon District Local Strategic Partnership. Circulated in correspondence file.
c) RCCE Annual General Meeting: 6th July, The Essex Golf and Country Club, Earls Colne at 730pm. No one able to attend.
d) Notification of Register of Public Paths Schemes: See Essex County Council website.

 Updated mobile library timetable.
 999 Emergency Services Day: 17th July 2011, Promenade Park, Maldon at 12.30pm.
 EALC Competitions: Communications Award, Website Award, Localism in Action Award, Training Award, Working with the Community Award. Circulated in correspondence file.
11/71. Finance
a) The following payments were authorised:- Mr. A. Robinson £144.38, Ulting churchyard maintenance; Mr. J. Clemo £178.00, Langford churchyard and ford maintenance; Mr. N. Spooner £75.00, internal audit fee; RCCE £40.00, annual subscription; Mrs. J. Clemo £202.40, clerk‘s salary: Post Office Ltd. £50.60, PAYE.
b) Cheque raised: Mr. A. Marks, £14.38, mower petrol, Ulting Lane. To be ratified at next meeting.
11/72. Ulting Churchyard Fence and Gate
Two further quotations to replace the gate and front fence, (only where needed), had been received:

D W Maintenance 2,750.00
Oakwood Fencing Services 2,138.50 + VAT
It was agreed that Cllrs. Palmer and Tween would liaise and seek further, more specific quotations so that a better price comparison could be made. Clerk to check whether oak is obligatory.
11/73. Rural Broadband
It was agreed that Cllrs. Anfilgoff and Tween would attend the Essex Parishes Broadband Implementation Conference on18th July 2011 in Coggeshall Village Hall at 7.15pm.
11/74. Queen Elizabeth II Fields Challenge
It was agreed that initiative would not be followed up as the requirements include open access.
11/75. Floodline Warnings
It was agreed that the contacts would be Cllr. Perry and the clerk.
11/76. Buckingham Palace Garden Party
It was agreed that Mr. D. Robinson would be nominated.
11/77. Maldon District Conservation & Design Awards 2011
There have been no suitable projects in the parish this year.
11/78. Councillor Training
It was agreed that the clerk would contact the EALC to find out details of future courses.
11/79. Newsletter
It was agreed that Cllr. Allen would produce a mock up for the next meeting. As there is only a small budget provision, sponsorship and advertising would have to be sought.
11/80. Computer
It was agreed that Cllr. Tween would investigate affordable laptops, laser printers and memory sticks. The Council gave him permission to purchase the best value combination if offers ended before the next meeting.
